HomeMy WebLinkAbout02/03/1982 BOH Minutes '-' -" -00886 I The New Hanover County Board of Health met on Wednesday, February 3, 1982 at the New Hanover County Health Department. Members Present: Carl Durham, Chairman Roma Lee Hall, Vice Chairman Donald Blake J. William Eakins, M. D. William Grathwol Larry Neal, D. D. S. Hobart Whaley Members Absent: Hal A. Franklin, II, M. D. Others Present: James M. Brown, Secretary to the Board Robert Pope, County Attorney Mabel Price, Recording Secretary Mr. Durham, Chairman, called the meeting to order at 8:00 A. M. and called for corrections to the January 6, 1982 minutes. Mrs. Hall moved the minutes be approved. Mr. Grathwol seconded the motion and it carried unanimously. The Board Chairman requested an update from all Committee Chairmen regarding the status of each committee: I Sewage Disposal Ordinance: Mr. Grathwol reported that the new State ordinance, our local ordinance and amendments, and other information are being collated and reviewed in order to finalize a sewage disposal document. Legal review and implementation is also needed to clarify the draft document. This draft ordinance is scheduled for review at the April meeting. Well Ordinance: Mr. Durham reported that the well ordinance is in written form and needs some clarification and word revision. This draft ordinance is scheduled for review at the April meeting. Fish, Shellfish and Seafood Ordinance: Dr. Neal reported that after studying the State Ordinance, he feels it will meet our needs except for operations from vehicle~. He and Mr. Pope will review and complete appropriate definitions and amendments. A rough draft is scheduled for presentation to the Board at the April meeting with public hearings to be scheduled for industry's input prior to creating the final draft. Solid Waste Ordinance: Dr. Franklin was absent and no report was given on solid waste disposal. I Abandoned Structures: Mrs. Hall, working with Mr. Moran, Environmental Health Supervisor before his resignation reported she had not done any additional work while she waited for the Acting Supervisor to get settled before approaching him. Mr. Hall, working with Pete Davis, Acting Environmental Health Supervisor, will continue working on abandoned structure information while Mr. Pope will search for an existing Ordinance covering abandoned structures. l:, '..,':~. ~ 00887 Drainage: Mr. Brown reported that a Drainage Task Force, with Ed Hilton, County Engineer, as Chairman, has begun to work on a County Wide Drainage Plan. Mr. Brown will keep the Board posted on the progress made. I Septage Disposal: Mr. Brown reported that he, Mr. Grathwol, Mr. Felix Cooper, County Manager, Ed Hilton, County Engineer, and an independent engineer had met to discuss septage disposal. Mr. Blake reported that the County Commissioners have contracted a firm to study the septage problem and make recommendations. Mr. Durham reported that a meeting had been held with State, County and City representatives to try to reach some agreement. Committee Appointments: Mr. Durham appointed the following committees: Emergency Planning (Hurricanes, Heat, Cold, Flood, Nuclear, Other) - Mr. Whaley Long Range Planning (5, 10 and 15 years) - Dr. Franklin Budget (FY Budget, Fee System) - Mr. Durham, Mrs. Hall, Dr. Eakins, Mr. Blake Continuing Education (Policy for training and maintaining current with develop- ment and technology) - Mrs. Hall, Chairman, Carl Durham Animal Control - Dr. Neal Animal Control Advisory Council: Dr. Neal presented the following nominations for the Advisory Council for 1982: Dr. John Leonard, Veterinarian I Jean Mammott, Humane Society Darlene Hewett, Animal Clinic Foundation Scott Singleton, Breeder, Kennel Operator Donna Neal, Member at Large Nora Davis, Member at Large Mrs. Hall moved the nominations be accepted. Mr. Whaley seconded the motion and it carried unanimously. Board Members Assigned to Health Department Divisions: Mr. Durham asked Board Members appointed to the Health Department Divisions by Dr. Eakins on January 7, 1981 continue in the same capacity as follows: Nutrition - Dr. Franklin Environmental Health: Water & Sewage - Mr. Grathwol Insect & Rodent & Water Mgmt. - Mr. Whaley Food, Lodging & Institutions - Mr. Durham Mr. Durham asked that an Organizational Chart be sent to members showing the structure and personnel in the Health Department. Administration - Dr. Eakins Animal Control - Dr. Neal Epidemiology - Dr. Eakins Laboratory - Mrs. Hall Personal Health - Dr. Franklin, Mr. Whaley Health Education - Mrs. Hall, Dr. Eakins There being no further business, Dr. Eakins moved the meeting be adjourned.
