The New Hanover County Board of Health met on Wednesday, November 3, 1982
at the New Hanover County Health Department.
Members Present:

Mr. Durham, Chairman, called the meeting to order at 8:00 A. M. and called
for corrections to the October 6, 1982 minutes. Mrs. Hall moved the minutes
be approved. Mr. Whaley seconded the motion and it carried unanimously.

Oath of Office: Mr. Ted Bagley, appointed by the County Commissioners to
complete Dr. Hal Franklin's term on the Board of Health, took the Oath of
Office and began serving as a member of the Board.
Presentations by Staff:
Charles Newkirk, Animal Control Chief, reported that the State is working on
an ordinance for Feline Inoculations which should be completed the first of
the year. He suggested to the Board that we wait for this Ordinance to be
passed before we complete our local Ordinance. Mr. Brown is in agreement with
Mr. Newkirk's recommendation.
Marian Duggins, Nursing Chief, reported that the Home Health Program had just
been audited and no deficiencies were found. She also reported that a telephone
answering service has been purchased which will give physicians and patients
access to our services after office hours. Mrs. Duggins also announced that the
nursing staff of the Health Department will begin providing training for nurses
from Pender County Health Department.

Dr. Eakins asked for a comparison of activities and cost between the Health
Department's home health program and the private home health agency, to compare
the efficiency, effectiveness and economy between the two agencies. Mr. Blake
reported that the private agency has asked to come before the County Commissioners
with a proposal to provide home health care on a contractual basis. The Board
asked that Mr. Brown recommend a way to compare effectiveness and efficiency of
both programs at the December Board of Health meeting.

Mabel Price, Administrative Assistant, read a personnel report for Mrs. Hilda
White, who was out of town.

Pete Davis, Acting Environmental Health Chief, gave a report on septic tank
permitting and time frame for approval. After much discussion, the Board ex-
pressed the opinion that time lapse from applying to issuing permit should not I
take over seven working days if soil is suitable.

Public Nuisance Law: Attorney J. Lea, appearing before the Board on behalf of
residents of Seaview Road, reported property which is owned by Julian Cribb
and located on this road is littered with old cars, abandoned trailer, tires
and trash which the residents want cleaned up. Sewage overflow, previously
reported on this property, had been corrected. Mr. Sky Conklin, Chief of Inspec-
tions, Mr. Brown and Pete Davis had visited the property and do not feel the
conditions are a threat to public health and therefore cannot declare it to be
a public nuisance. Mr. Lea stated that he and his clients do not agree with
this decision. He was advised that they can appeal the decision to the Board
of Health. The Board requested that Mr. Brown, Mr. Conklin and Mr. Davis visit
the property aga~n and give Mr. Lea a letter stating their decision. If Mr. Lea
and his'clients are not satisfied with the decision, he was advised to appeal
the decision in writing to the Board.
Well Construction Variance Request: Mr. Don Melton, Mr. Joe Dinwidde and Attorney
Tom Morgan appeared before the Board to request a variance on twenty-two shallow
wells Mr. Melton installed at Mission Hills on Gordon Road. At the time he put
the wells down, Mr. Melton was under the impression he did not need a license to
install shallow ~ells. Later he was advised ~þat he did need a' license and applied
for and received his license. Mr. Melton had also used PVC strainers and casings
in the wells - putting them down by water force. After much discussion, Mr. Grathwol
moved that a variance be granted for these twenty-two wells on the basis that a
registered well driller, other than the installer, inspect these wells and furnishl
the Board of Health a letter certifying that they have been put in correctly and
that he is willing to take responsibility if they fail, and that a variance be
granted for the use of PVC strainers and casings. Mrs. Hall seconded the motion
and it carried' unanimously.
During a short break, Mrs. Hall was presented a wedding gift from the Board.
Dr. Eakins, Mr. Whaley and Dr. Neal excused themselves due to other commitments.
Priorities Progress: Mr. Strickland reported that Mr. Brown has been interviewing
applicants for the Environmental Health Supervisor's position. He expects to
complete the interviews within the week.
Mr. Strickland ~lso reported that Mr. Larry Burwell, Assistant Health Director,
from Guilford County, will be here on November 19, 1982 to demonstrate the use
of micro computers in Health Departments. Board members will be notif~ed of th~
time.

Operating Policy and Procedure Report: Mrs. Price had searched the minutes of the
last five years and gave each Board Member ~ copy of Operating Policy and Procedure
that had been mame by the Board during this'pèriod of time. A notebook will be
set up and these will be reviewed and updated as needed.
Wrightsville Beach Water Fluoridation: Mr. Blake moved that the Board of Health
give a letter to the Department of Public Works at Wrightsville Beach endorsing I
the use of fluorides in their water system and approving the proposed procedure
as described in documents presented to the Board of Health. Mr. Bagley seconded
the motion and it carried unanimously.

Nominating Committee Appointments: Mr. Durham appointed Dr. Eakins, Mr. Blake and
Mr. Strickland to prepare recommendations 'for officers of the Board in 1982 for the
December meeting.
Health Director's Comments:
Mr. Brown expressed his appreciation to the Board Members for their assistance and
directions in dealing with problems such as the ones appearing before the Board
this morning.
Mr. Brown invited the Board Members to the Annual Christmas Dinner on December 16,
1982.
Mr. Brown told the Board that Margaret Woodcock, Assistant Director of Administra-
tive Procedures, Dr. Verna Barefoot, Section Chief of Maternal and Child Health
and Mildred Kerbaugh, Director of the State Laboratory had visited us and had been
very complimentary of the work we are doing in New Hanover County.
There being no further business, Mr. Grathwol moved the meeting be adjourned.
Mrs. Hall seconded the motion and it carried unanimously and the meeting was
adjourned at 10:50 A. M.
