HomeMy WebLinkAbout12/01/1982 BOH Minutes I I I OO~ The New Hanover County Board of Health met on Wednesday, December 1, 1982 at the New Hanover County Health Department. Members Present: Carl Durham, Chairman Roma Lee Kelly, Vice Chairman Donald Blake J. William Eakins, M.D. Larry Neal, D.D.S. James Strickland Hobart Whaley Members Absent: Ted Bagley William Grathwol Others Present: James M. Brown, Secretary to the Board Robert Pope, County Attorney Mabel Price, Recording Secretary Mr. Durham, Chairman, called the meeting to order at 8:05 A. M. and called for corrections to the November 3, 1982 minutes. Mrs. Kelly moved the minutes be approved. Mr. Blake seconded the motion and it carried unanimously. Presentations by Staff: Charles Newkirk, Animal Control Chief, reported that the Animal Control Advisory Board met and had agreed to contact and encourage State and local officials to vote for the state wide mandatory cat rabies vaccination law. Mr. Newkirk also reported that the Advisory Board discussed the use of a small computer at the Center and felt it would be very beneficial. Mr. Blake and Mrs. Kelly both compli- mented Mr. Newkirk on the excellent job he is doing at Animal Control. Hilda White, Personnel, reported on vacancies, new hires, etc. and on payroll dis- tribution. She also mentioned that several former employees who had retired from the department will be filling in for us on a temporary basis. Mrs. White also invited Board of Health members to the Christmas Dinner on December 16. Mabel Price, Administrative Assistant, gave a written report on the proposed Accounts Receivable System. Highlights from the report: Copy of Fee Policy and Schedule had been sent to Etra Wood, Chief of Administrative Procedures in Raleigh. Mrs. Wood; Dee Strickland, Third Party Reimbursements; Bobby Griffin, Cost Accountant, all from Administrative Services Division, Division of Health Services, and Jess Berman, Director of Eastern Regional Office, and Icey Allegood, Records Consultant from ERO visited us and reviewed all the policies and procedures with us. They raised several legal questions and will request a review and opinion from Chris Hoke, DHS Attorney. They will also update all the Medicaid charges and send this back to us. Copy of this information will be given to Dr. Neal and the fee committee as soon as received. Seafood/Shellfish Ordinance: Dr. Neal and Mr. Pope had met with Mr. Robert Benton of Morehead City, who is the State Representative for Shellfish in this area, and the three of them compared the State and local proposed ordinance and prepared an ordin- ance which will probably be used as a model for other counties. Copies of this ordin- ance were distributed to the Board prior to the meeting. Dr. Neal told the Board that he will hold a public hearing on December 14, 1982 at 7:30 P. M. in the County Com- missioners Meeting Room and that a vote will be taken on the ordinance at the January 1983 meeting. rQ9~I Priorities Progress: Mr. Strickland reported that a new Environmental Health Super- Vlsor had been hlred. Mike Rhodes from Wilson-Green Health Department will report to work on December 13, 1982. He also reported that the demonstration of Micro Computers had been well attended and well received by those attending. He reported that there will be a report given at the January meeting on the Administrative Officer position. Prior to looking at telephone systems, we will review the new telephone system being installed in the County Administration Building. I Nominating Committee: Dr. Eakins thanked Mr. Durham and Mrs. Kelly for the good job they have done as Chairman and Vice Chairman respectively and pointed out some of the accomplishments of the past year. The nominating committee also renominated Mr. Durham for Chairman and Mrs. Kelly for Vice Chairman for 1983. Since Mrs. Kelly's term expires on December 31, 1982, it was decided to wait until the January meeting to vote on the nominations. Seaview Road Public Nuisance Inspection: Mr. Brown reported that he; Pete Davis, Environmental Health Supervisor and Mr. Grathwo1 had visited the Cribb property again and determined that this could not be declared a health hazard. It was determined that a cleanup is needed. Mr. Davis is working with Mr. Cribb to get this accomp- lished with some improvements having been noted. Mr. James Lea, Attorney for the residents of Seaview Road was advised to appeal in writing if his clients were not satisfied with the decision. Mr. Lea has not replied thus far. Well Construction Variance Request Report: At the November meeting, Mr. Don Melton was told that a variance could be granted for the twenty-two wells he had installed at Mission Hills on Gordon Road if he got a licensed well driller to inspect them and guarantee the wells. Mr. Melton was not able to get someone to guarantee his work, although he did get a licensed well driller to approve the wells. Since he was unable to get his work guaranteed, Mr. Melton was advised to get a performance bond to cover the construction. Since this would take considerable time and since Rick Shriver, hydrologist for the Department of Environmental Management had inspected and approved the wells, Mr. Durham reported that a variance had been granted to Mr. Melton, after the Board of Health Members were polled for their vote. It was also suggested that the Well Ordinance be updated as soon as possible. I Home Health Care Cost Study: Several questions were raised relative to the request for a method to compare the efficiency and effectiveness of the Health Department Home Health Agency to the local private Home Health Agency: Is the Health Department the proper one to perform the comparison or should an external audit firm do it? How will the new data be compared? How much time needs to be spent doing this? Mr. Blake indicated that an impartial agent should perform the evaluation and that final action on the evaluation and any recommendations relative to the existence of the Health Department's Home Health Agency would rest with the Board of Commissioners. After much discussion, Mr. Durham moved that whereas the New Hanover County Health Department is a provider of Home Health Care, it would be inappropriate for it to audit its Home Health Care Program, therefore it is resolved by the Board of Health that the Home Health Advisory Board look into cost and recommend to the Board methods of attaining same. Mr. Blake seconded the motion and it carried unanimously. Mr. Blake also suggested that the new Human Services Analyst, employed by the County to work with Human Services Programs, will also be reviewing the Home Health Agency services regarding efficiency and effectiveness. The Board requested that a report be given at the January meeting as to what action the Advisory Board is taking. Grievance Committee Report: Mr. Grathwo1 was not present but requested Mr. Durham I to call a meeting of the Committee for Tuesday, December 7, 1982. I I I , OOgßE) Policy Committee for Septic Tank Permitting: Because of recent problems experienced with certain soils in the County, it was felt that a Committee should be formed to write policy for permitting septic tanks. This policy should speak to things such as how much help should Health Department personnel give to the person requesting the permit. It was the general feeling that we should not act as engineers for property owners, but should help them as much as we can within our expertise. Mr. Durham appointed Mr. Grathwol, Chairman; Mike Rhodes, Environmental Health Chief; Ted Davis, Assistant County Attorney and will appoint a member of the Building Trade to serve on this committee. He charged the committee with three points: 1) Establish limitations of Health Department input on engineering advice to property owner 2) Review approvals procedure 3) Review time periods involved. Personnel Review Committee: Mr. Durham appointed a committee of himself, Mr. Bagley, Dr. Eakins and Mr. Strickland to review the evaluation form to be used for the Health Director's evaluation. Drainage: Dr. Eakins reported that he had written the County Commissioners a letter asking if the County plans to do anything about Countywide Drainage. He feels that if the County does not plan to do anything - then the Board of Health needs to try to do something. He is concerned with the recent cases of Equinia Encephalitis in adjoining counties. - Health Director Comments: Mr. Brown reported that Michael Rhodes will report to work on December 13, 1982 as Environmental Health Chief. He feels that Mr. Rhodes has a good background and will do a good job for us. He comes with excellent references. Mr. Brown explained that the decision to keep the nurses salary scale at the present level instead of going with a suggested scale given by the State was made after consulting with County Personnel Officer and comparing local salary scales with our salary scale. Mr. Brown again invited the Board to the Annual Christmas Dinner on December 16, 1982. There being no further business, Mrs. Kelly moved the meeting be adjourned. Mr. Whaley seèonded the motion and it carried unanimously and the meeting was adjourned at 9:55 A.
