RESOLUTION
OF THE
BOARD OF COMMISSIONERS
OF
NEW HANOVER COUNTY
WHEREAS, after due advertisement, proposals were received and recorded by the Finance
Department at 3:00 p.m., on the 29th day of August, 2002, at the County Administration Building,
320 Chestnut Street, Wilmington, North Carolina, and the following companies submitted proposals for
Food Management Services for the Sheriffs Department, RFP # 03-0005:
Aramark Correctional Services
Trinity Services Group, Inc. a Division of Compass Group
ABL Management, Inc.
AND WHEREAS, the only company to submit a completely responsive proposal was Trinity
Services Group, Inc. a Division of Compass Group;
AND WHEREAS, Major Stevenson and Sheriff Lanier are both in agreement to award the
contract to Trinity Services Group, Inc. a Division of Compass Group;
AND WHEREAS, Major Stevenson, Sheriff Lanier, the Finance Director and the County
Manager recommend that the contract be awarded to Trinity Services Group, Inc. a Division of Compass
Group, the only responsible bidder, at the unit prices per meal as stated in the proposal;
AND WHEREAS, funds have been previously appropriated and are now in Account No.
110-431-4316-3000-4240 to cover this contract;
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New
Hanover County that the contract for Food Services Management for the Sheriffs Department,
RFP # 03-0005 be awarded to Trinity Services Group, Inc., the only responsive bidder, at the unit prices
per meal as stated in the proposal; and that the County Manager is hereby authorized and directed to
execute contract # 03-0005, contract form to be approved by the County Attorney.

RESOLUTION

NEW HANOVER COUNTY
WHEREAS, after due advertisement, proposals were received and recorded by the Finance I
Department at 3:00 p.m., on the 17th day of September, 2002, at the County Administration Building,
320 Chestnut Street, Wilmington, North Carolina, and the following companies submitted proposals for
the GPS Street Address Mapping Project for the IT Department, RFQ # 03-0051 :

Rowe Engineering
AND WHEREAS, the proposals were evaluated and rated according to the criteria as established
in the RFQ;
AND WHEREAS, as a result of the evaluations W. K. Dickson was contacted as the County's first
choice but pricing negotiations failed to produce an agreed price;
AND WHEREAS, pursuant to General Statutes, the County then negotiated with the next best
qualified firm which was McKim and Creed and a mutually agreeable price of $130,000 for the project
was negotiated with any additional addresses over the 100,000 in the project to be collected and billed
$1.50 per structure;
, AND WHEREAS, funds for this project are to be established through the attached budget
amendment in Account No. 343-431-3430-7300-6000 to cover this contract;
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New
Hanover County that the contract for GPS Street Address Mapping for the IT Department, RFQ # 03-0051
be awarded to McKim and Creed, at a mutually agreeable, negotiated price of $130,000 for the project
with any additional addresses over the 100,000 in the project to be collected and billed $1.50 per structure;
that the County Manager is hereby authorized and directed to execute contract # 03-0051, contract form
to be approved by the County Attorney; and that the budget amendment is approved.

RESOLUTION

NEW HANOVER COUNTY
WHEREAS, the use ofthe two Detroit Stoker burning units are required in the routine operation
of the WASTEC Facility;
AND WHEREAS, replacement parts are needed to complete scheduled maintenance repairs to
the existing Detroit Stoker burning units;
AND WHEREAS, Detroit Stoker holds all the drawings and specifications to the required
replacement parts;
AND WHEREAS, General Statute 143-129(t) allows an exemption from formal bidding for
purchase contracts when a needed product is available from only one source of supply;
AND WHEREAS, the W ASTEC staff has explored options and has been able to find the
replacement parts only from the manufacturer;
AND WHEREAS, funds have been previously appropriated and are now in Account No.
700-485-4195-3920-25 to cover this contract, contract amount of fifty-five thousand two hundred
fifty-three dollars and thirty-one cents ($55,253.31);
AND WHEREAS, contract # 03-0097 will establish fixed unit pricing for grate parts that will
be available to the County on an as needed basis for three years;
AND WHEREAS, the Environmental Management Director, the Finance Director, and the
County Manager recommend that the contract be awarded to Detroit Stoker Company, the sole source
for these parts;
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New
Hanover County that the contract # 03-0097 for Detroit Stoker grate parts for the W ASTEC Facility of
the Environmental Management Departmènt, be awarded to Detroit Stoker Company in the amount of
fifty-five thousand two hundred fifty-three dollars and thirty-one cents ($55,253.31); and that the County
Manager is hereby authorized and directed to ex~cute the contract, contract form to be approved by the
County Attorney.

RESOLUTION

WHEREAS, the existing telephone system in the Corning building purchased by the County to be
the new County Administration Annex would require a high cost to integrate the system with the telephone
systems at other County locations and the maintenance and technical support would not be local;
AND WHEREAS, it would be more cost effective to sell the existing telephone system and purchase
a new telephone system for the County Administration Annex that would integrate with other County sites and
have local maintenance and technical support;
AND WHEREAS, the County has negotiated a selling price of the existing system in the amount of
twenty-three thousand seven hundred fifty ($23,750.00) dollars;
AND WHEREAS, the proceeds from the sale will be budgeted, as reflected in budget
amendment # 03-0054, to be used for the purchase of a new telephone system for the County Administration
Annex that will have local maintenance and technical support and integrate with other County sites;
AND WHEREAS, the Information Technology Director, the Finance Director and the County
Manager recommend disposing of the existing telephone equipment by private sale pursuant to G ,S. 160A-267
and budgeting the proceeds through budget amendment # 03-0054 to be used for the purchase of a new
telephone system for the County Administration Annex that will have local maintenance and technical support
and integrate with other County sites; .
NOW, THEREFORE, BE IT RESOLVED by the Board ofCollnty Commissioners of New Hanover
County that the existing telephone system in the recently acquired Corning building be sold by private sale
pursuant to G,S, 160A-267 and the proceeds be used for the purchase of a new telephone system for the
County Administration Annex that will have local maintenance and technical support and integrate with other
County sites; and the Finance Officer or his designee is authorized and directed to execute necessary
documents and perform all necessary functions associated with this transaction; and budget amendment # 03-
0054 for this transaction is also approved.

RESOLUTION

BOARD OF COMMISSIONERS

NEW HANOVER COUNTY
WHEREAS, New Hanover County has possession of a number of items of personal property
which are surplus to its needs and desires to dispose of same; and
WHEREAS, the items to be disposed are listed and submitted as an attachment to this
resolution;
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of New Hanover
County that the Finance Director's designated representative, pursuant to the provisions of
G.S. 160A-270, is hereby authorized to dispose of all of the personal property as listed for cash,
check, MasterCard or VISA at an auction, a buyer's premium of twelve percent (12%) of the bid
price will be added to the price of each item purchased, buyers paying in the form of cash or check
will receive a two percent (2%) cash discount, and that said representative be further authorized and
directed to execute necessary documents, transfer title, add items to or delete items from the auction
list, and perform all necessary functions associated with this auction, to be held Saturday,
November 23,2002 at 9:00 a.m. at the Property Management Maintenance Facility, Division Drive,
Wilmington, North Carolina.

PROCLA1\1A TION
WHEREAS, the YWCA Week Without Violence, a public awareness campaign led by the YWCA
of the Lower Cape Fear, falls on the third full week in October; and
WHEREAS, the YWCA, the oldest women's membership movement in the United States, has a long
history of empowering women and families, fostering racial justice and preventing violence; and
\VHEREAS, through 324 local member associations with programs in thousands of communities in
all 50 states, the YWCA represents approximately 2 million women, girls and their families; and
WHEREAS, the Week Without Violence campaign will focus needed attention on practical and
sustainable alternatives to violence through programs at the YWCA of the Lower Cape Fear, schools,
community organizations, neighborhoods and workplaces in our community, nationwide and around
the world; and
WHEREAS, the YWCA of the Lower Cape Fear hopes to inspire our community to work together
to create effective alternatives to violence; and
WHEREAS, the YWCA of the Lower Cape Fear Week Without Violence is a challenge to everyone
in our community and across the country to spend seven days without committing, condoning or
contributing to violence, and to work to create a nonviolent atmosphere for everyone in our
community,
NOW, THEREFORE BElT RESOLVED, that the New Hanover County Board of
Commissioners does hereby proclaim October 20-26 as YWCA of the Lower Cape Fear Week
Without Violence in New Hanover County,
