ASSEMBLY
The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular
Session on Monday, April 5, 2004 at 7:20 p.m. in the Assembly Room of the New Hanover County Courthouse, 24
North Third Street, Wilmington, North Carolina.
Members present were: District Chairman Caster; District Vice-Chairman Robert G. Greer; District
Commissioner Julia Boseman; District Commissioner Ted Davis, Jr.; District Commissioner Nancy Pritchett; County
Manager, Allen O’Neal; County Attorney, Wanda M. Copley; and Clerk to the District Board, Sheila Schult.
Chairman Caster called the meeting to order.
NON-AGENDA ITEMS
Chairman Caster announced that time had been reserved for anyone from the public to present an item that
was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes.
No items were presented.
APPROVAL OF MINUTES
Chairman Caster called for a motion to approve the minutes of the following meetings as presented by the
District Clerk to the Board:
Regular Meeting, February 16, 2004
Regular Meeting, March 8, 2004
Regular Meeting, March 22, 2004
Motion:
District Commissioner Boseman MOVED, SECONDED by District Vice-Chairman Greer to approve the
minutes as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY.
PRESENTATION ON THE STATUS OF CONNECTION OF ARCHMILL PLACE SUBDIVISION TO THE
CITY WATER SYSTEM
Chairman Caster asked Assistant County Attorney Holt Moore to make the Staff presentation.
Mr. Moore introduced Alton Lennon, Attorney for Archmill Place, Inc. and John Kline, Project Engineer with
Wrightsville Engineering Services and asked them to provide an update. Mr. Lennon reported that the Archmill Place
subdivision connection to City water will be completed by the April 25, 2004 deadline as set forth in the January 26,
2004 agreement between Archie McGirt, Developer of Archmill Place, Inc. and the County. Mr. Kline reported that
work is on schedule and the target completion date is April 15, 2004.
Chairman Caster asked if anyone from the public wished to speak on this matter.
Bernardino Barini, a resident of Archmill Place, relayed his concerns about the numerous past delays on this
project and that he was pleased to hear the update on the project and that it would be completed by the deadline.
ADJOURNMENT
Hearing no further comments, Chairman Caster called for a motion to adjourn the meeting.
Motion:
District Commissioner Boseman MOVED, SECONDED by District Vice-Chairman Greer, to adjourn the
meeting. Upon vote, the MOTION CARRIED UNANIMOUSLY.

Chairman Caster adjourned the meeting at 7:40 p.m.
