2004-04-19 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 3 REGULAR MEETING, APRIL 19, 2004 PAGE 71 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, April 19, 2004, at 9:35a.m. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: District Chairman William A. Caster; District Commissioner Julia Boseman; District Commissioner Ted Davis, Jr.; District Commissioner Nancy Pritchett; County Manager, Allen O’Neal; County Attorney, Wanda M. Copley; and Clerk to the District Board, Sheila L. Schult. District Vice-Chairman Robert G. Greer was absent. Chairman Caster called the meeting to order. NON-AGENDA ITEMS Chairman Caster announced that time had been reserved for anyone from the public to present an item that was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes. No items were presented. APPROVAL OF MINUTES Chairman Caster voiced concern about a statement made at the April 5, 2004, meeting by a representative for the Archmill Subdivision developer claiming that the City had conducted inspections of the water system installation. After checking with County Engineer Greg Thompson, he learned that the City did conduct periodical inspections of the water system as it was being installed at the Archmill Subdivision but after it became apparent that the developer would not comply with other City requirements the inspections of the water system construction stopped completely. Chairman Caster called for a motion to approve the minutes of the regular meeting held on April 5, 2004, as presented by the District Clerk to the Board. otion: M District Chairman Caster MOVED, SECONDED by District Commissioner Boseman to approve the minutes of the regular meeting held on April 5, 2004, as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED 4 - 0. CONSIDERATION OF PROPOSALS RECEIVED FOR RFP #04-0176 AND CONTRACT #01-0176 TO ACCEPT BIDS FOR A FULL MAINTENANCE PROGRAM FOR THE ELEVATED WATER TANKS FOR THE DISTRICT Chairman Caster reported that the annual maintenance on the County’s water tanks has been completed. He explained that the most efficient way to maintain the six water tanks, with an additional tank in the Porters Neck area to be built in the near future, is to contract with an outside company to make regular inspections, complete preventative maintenance, and complete scheduled interior and exterior renovations. He continued that the development of the requirements to establish a full maintenance program for the elevated water tanks in the County has been done. This is a service contract which does not require a public bid opening, and the Request for Proposals (RFP) process was recently completed. Two established, equally qualified companies submitted proposals. He explained, in order to protect the County, there was a requirement that each tank's paint be tested and if lead was determined to be in the paint, the contractor would be required to remove the lead at no additional cost to the County. Based on testing previously completed by bidders, lead was not a factor, however, including this requirement NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 3 REGULAR MEETING, APRIL 19, 2004 PAGE 72 in the RFP protected the County from any unforeseen costs concerning possible lead contamination. He also reported that Staff requested additional pricing from both bidders to include the Porters Neck tank scheduled to be on line in calendar year 2006. The contract term is for a period of eleven years. The final proposal costs received were: Southern Corrosion, Inc. $ 834,216 Utility Service Co., Inc.$1,157,504 Chairman Caster reported that Staff recommended that the contract for a full maintenance program for the elevated water tanks in the County in response to RFP #04-0176 be awarded to Southern Corrosion, Inc, in the amount $834,216. Motion: District Chairman Caster MOVED, SECONDED by District Commissioner Boseman that the contract for a full maintenance program for elevated water tanks for the Water and Sewer District, RFP #04-0176 be awarded to Southern Corrosion, Inc., in the amount $834,216; and that the County Manager be authorized and directed to execute contract #04-0176. Upon vote, the MOTION CARRIED 4 - 0. A copy of this contract is on file in the County Attorney’s office. A copy of the resolution is hereby incorporated as part of the minutes and is contained in Water & Sewer Exhibit Book III, Page 1.1. CONSIDERATION OF A RESOLUTION ACCEPTING CONVEYANCES FOR WATER AND SEWER LINES Chairman Caster reported that over the past few years, there have been forty-eight subdivisions in which the developer has failed to transfer sewer easement ownership by deed to the District. Since the transfer has not taken place by deed, it is necessary to adopt a Resolution accepting the easements as offered for public utility purposes. Acceptance of the easements is necessary to allow the continued maintenance of the water and sewer lines in the designated areas. Motion: District Chairman Caster MOVED, SECONDED by District Commissioner Pritchett to adopt a resolution accepting conveyances for water and sewer lines. Upon vote, the MOTION CARRIED 4 - 0. A copy of the resolution is hereby incorporated as part of the minutes and is contained in Water & Sewer Exhibit Book III, Page 1.2. ADJOURNMENT Chairman Caster called for a motion to adjourn the meeting. Motion: District Commissioner Pritchett MOVED, SECONDED by District Commissioner Boseman, to adjourn the meeting.
