2004-05-03 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICTBOOK 3 REGULAR MEETING, MAY 3, 2004 PAGE 73 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, May 3, 2004, at 7:00 p.m. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: District Chairman William A. Caster; District Vice-Chairman Robert G. Greer; District Commissioner Julia Boseman; District Commissioner Ted Davis, Jr.; District Commissioner Nancy Pritchett; County Manager, Allen O’Neal; County Attorney, Wanda M. Copley; and Clerk to the District Board, Sheila L. Schult. Chairman Caster called the meeting to order. NON-AGENDA ITEMS Chairman Caster announced that time had been reserved for anyone from the public to present an item that was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes. No items were presented. ADDITIONAL ITEMS UPDATE ON ARCHMILL SUBDIVISION Chairman Caster provided the Board with an update on the Archmill Subdivision and relayed the findings from Deputy County Attorney Kemp Burpeau which stated that he had talked with Alton Lennon, the attorney representing the developer Archie McGirt, and John Klein, the project engineer for the Archmill Subdivision project. There is one hydrant location site that has to be finalized with the City and then the City can finish the inspection. The water system is pressurized and functioning and he is not aware of any punch list items that will constitute any problem in completing. The Board of Adjustment in their last meeting received an update and continued proceedings until their May meeting to afford the developer the opportunity to finish the project. Chairman Caster also relayed information from County Engineer Greg Thompson who has received information from Mr. Klein that the water system has been completed. The system was pressure tested on April 19, the lab results from the disinfection activities was received on April 24, the system was connected to the City of Wilmington on April 25, and the Engineer’s Certification was issued on April 26. The State has not responded to the Engineers Certification which Mr. Klein has represented as the only hold up to the connections. There are some punch list items remaining however they have been characterized as minor and not an obstruction to use of the system. Paving will begin once the hydrant is installed and the City inspects the work. UPDATE ON NORTHSIDE WASTE WATER TREATMENT PLANT Assistant County Manger David Weaver reported to the Board that the County has received the draft permit from the Environmental Protection Agency for construction of the Northside Waste Water Treatment Plant and expects the authorization to construct permit to be issued within the next month or two. Motion: District Vice-Chairman Greer MOVED, SECONDED by District Chairman Caster, to adjourn the meeting. Upon vote, the MOTION CARRIED UNANIMOUSLY. Chairman Caster adjourned the meeting at 7:10 P.M.
