(b) Any person who violates the provisions of this article may receive a citation which subjects the offender to a civil penalty of $100 for a first offense, $300 for a second offense and $500 for a third or subsequent offense. The penalty may be recovered by the county in a civil action in the nature of a debt if the offender does not pay the penalty within 20 days after being cited. (c) This article may be enforced by anyone or more sanctions, penalties and punishments specified in this section.
