2003-11-03 RM Exhibits28.21.1 A RESOLUTION OF THE NEW HANOVER COUNTY BOARD OF COMMISSIONERS The New Hanover County Board of Commissioners does hereby resolve as follows: WHEREAS, the New Hanover County Board of Commissioners appoints the County Manager to act on its behalf in operational and financial matters involving County government; and WHEREAS, in performing his duties as County Mar ager, certain documents, including but not limited to contracts, grants, and fiscal instrurr ents must be executed by the Manager on behalf of the County; and WHEREAS, in the Manager's absence, time may be o-C the essence in executing certain documents and it is necessary for the Manager's designee(s) to execute the required documents. NOW, THEREFORE, BE IT RESOLVED by the New Hanover County Board of Commissioners that the Assistant County Managers are hereby authorized to execute documents in the Manager's absence or pursuant to his directive. [S NEW HANOVER COUNTY ~afl º~an ATTEST: G42_ ~x/ XLL- . ~~ the Board 28.21.2 RESOLUTION OF THE BOARD OF COMMISSIONERS OF NEW HANOVER COUNTY WHEREAS, the New Hanover County Sheriff s Department has a 1999 Ford 15 Passenger Club Van, Vehicle Identification Number IFBSS31F3XHC20725, fixed asset number 015396 that is currently insufficient for the Sheriff s operation and is considered surplus; AND WHEREAS, the St. Luke Ministries, Inc. operates an a~er school day care for inner city children at risk and is in need of this vehicle to provide transpor:ation for the program; AND WHEREAS, the Sheriff s Office is requesting approval to transfer the vehicle to S1. ' Luke Ministries, Inc. pursuant to General Statute 160A-279 with the understanding that the vehicle shall be used exclusively for the after school day care program, or such other public purpose as the County may specifically authorize, and upon disposal of th~ vehicle by St. Luke Ministries, Inc., proceeds from the sale shall be utilized in the after school day care program; AND WHEREAS, pursuant to General Statute 160A-279, the County Board of Commissioners is authoriz~d to approve such transfer to any public or private entity which carries out a public purpose and attach such conveyance conditions which assure that the property will be put to a public use by the recipient entity; NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New Hanover County that the 1999 Ford 15 passenger Club VaL, Vehicle Identification # IFB5531F3XHC20725, be transferred to St. Luke Ministries, Inc., wi-:h the conveyance conditions that the vehicle shall be used exclusively for the after school day care program, or such other public purpose as the County may specifically authorize, and upon disposd of the vehicle by S1. Luke Ministries, Inc., proceeds from the sale shall be utilized in the after school day care program and that the County staff is directed to process any required documents to consummate the transaction. (SEAL) ~nn~arQ~ounry Commissioners ö1~.S,TV /!~ ~kto the Board : , 28.21.3 NEW HANOVER COUNTY BOARD OF COM!lISSIONERS PROCLAMATION WHEREAS, on November: 16, 2003, from 6-9 P.M., Westfield Shoppingtown Independence will host Westfield Works Wonders, an annual corporate charity event; and WHEREAS, last year, nationwide thirty-nine Westfield malls generated $1,5 million for over 2,300 different non-profit organizations; and WHEREAS, last year loc,dly over fifty-eight charities participated and more than $50,000 was generated for non-profit organizations in the Wilmington area; and i WHEREAS, New Hanover County is pleased to endorse Westfield Works Wonders as a charity extravaganza that w~ll support over fifty-four local non-profit organizations; NOW, THEREFORE, BE IT RESOLVED, that the New Hé..nover County Board of Commissioners does hereby proclaim November 16, 2003 as Westfield Works Wonders day in New Hanover County and salutes the non-profit groups who participate to enhance their service to the entire community. That the Thoroughfare Classification Plan of the County of New Hanover adopted June 22, 1999,as amended be and the same is herby further amended as follows: Add to the collector list the entire length of River Road (S.R, II 00) from the City of Wilmington City limits to Carolina Beach Road. Section 2. Any ordinance or any part of any ordinance in conflict with this ordinance, to the extent of such conflict, is hereby repealed, Section 4. This ordinance is adopted in the interest of public health, safety, morals and general welfare of the inhabitants of the County of New Hanover, North Carolina, and shall be in ft.JI force and effect from and after its adoption.
