NEW HANOVER COUNTY BOARD OF COMMISSIONERS
RESOLUTION
WHEREAS, the Congress of the United States and the President of the United States
have established the second week of April as National T elecommunicators Week and have been
observing this special week since1981; and
WHEREAS, New Hanover County considers the services of its own dedicated public
safety telecommunicators to be vital to the well being of the citizens of the County; and
WHEREAS, lives in this cOIIllÌ1urnty have been saved by these compassionate,
understanding and professional public safety emergency service dispatch workers, whose
dedication to their profession is deserving of public recognition and praise;
NOW, THEREFORE BE IT RESOLVED, that the New Hanover County Board of
Commissioners does hereby declare the week of April 11-17, 2004, as National
Telecommunicator's Week in New Hanover County, in honor of the men and women whose
diligence and professionalism keep our community safe.

RESOLUTION
Whereas, the New Hanover Human Relations Commission and the Friends of Human
Relations are sponsoring Fair Housing Month; and
Whereas, the New Hanover Human Relations Commission seeks the elimination of
housing discrimination through public awareness and housing community education and
understanding of Fair Housing Laws; and
Whereas, all citizens are encouraged to respect, work and support the establishment
of fair and equitable housing for all persons regardless ofrace, religion, sex, color, disability, and
familial status; and
Whereas, through personal commitment to the value of justice and civil rights,
specifically as they pertain to housing, each of us can help to preserve, protect, and perpetuate
the rights of others to freedom, liberty, and justice;
Now, Therefore, Be it Resolved that the New Hanover County Board of
Commissioners declares the month of April 2004, as Fair Housing Month in New Hanover
County, and encourages all citizens to join forces in creating and practicing a mutual bond of
recognizing and respecting differences, resolving to accept a personal challenge to provide fair
housing opportunities to all citizens of New Hanover County.

NEW IIANOVER COUNTY BOARD OF COMMISSIONERS
PROCLAMATION
WHEREAS, Child Abuse continues at near record levels across our Nation and our State; and
WHEREAS, in Fiscal Year 2002-2003, there were 2313 child abuse and neglect reports involving 3553
children in New Hanover County; and
WHEREAS, 726 children in New Hanover County were found to be abused or neglected; and
WHEREAS, April 2004 has been proclaimed Child Abuse Prevention Month in North Carolina, and
WHEREAS, beyond the family unit, the effects of Child Abuse are most immediately felt in
neighborhoods and communities; and
·WHEREAS, Child Abuse, like other crimes and social problems, destroys the tranquility of families,
neighborhoods and communities and robs children of their childhoods and neighborhoods of their vitality;
and
WHEREAS, the family unit is the building block of the community, and healthy families make healthy
communities; and
WHEREAS, the most effective solutions are local solutions and there are within our community,
professionals of all disciplines and volunteers from all walks oflife dedicated to the amelioration of effects
of Ghild abuse,
NOW, THEREFORE BE IT RESOLVED, that the New Hanover County Board of Commissioners'
proclaims the month of April 2004 as CHILD ABUSE PREVENTION MONTH, and pledges itself and
encourages all citizens, public and private, professional and volunteer, to redouble their efforts to
obliterate the social problem of child abuse from our families, our neighborhoods and our community.

NEW I-IANOVERCOUNTY BOARD OF COMMISSIONERS
RESOLUTION
WHEREAS, the Town Councils of the Town of Carolina Beach and the Town ofKure Beach have
indicated their concern about the direct impact the restriction of hours and imp1ementation of access
fees at the south-end beach in Fort Fisher will have on the north-end beach by creating a more viable
alternative and increase in visitors and traffic to this area; and
WHEREAS, there is also significant economic impact to consider to tourism businesses in both
Carolina Beach and Kure Beach, as fishennen, beachgoers and their families bring considerable
revenues to motels, stores and restaurants; and
WHEREAS, fishing is a top tourist attraction, largely due to the available beach access at the north
and south end beaches and restriction of hours and closure to the south-end beach will cause
fishennen and beachgoers to select other locations to travel to which will cause a loss a revenue for
our local businesses;
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of
Commissioners recommends that the Fort Fisher State Park arid Advisory Committee repeal the
recently adopted closure hours until a management plan can be developed that incorporates the
interest of all stakeholders to include the Town of Carolina Beach, the Town of Kure Beach, their
businesses, residents and tourists.
