2004-08-16 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 3 REGULAR MEETING, AUGUST 16, 2004 PAGE 89 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, August 16, 2004, at 11:25 p.m. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: District Chairman William A. Caster; District Vice-Chairman Robert G. Greer; District Commissioner Julia Boseman; District Commissioner Ted Davis, Jr.; District Commissioner Nancy H. Pritchett; County Manager Allen O’Neal; County Attorney, Wanda Copley; and Clerk to the District Board, Sheila L. Schult. District Chairman Caster called the meeting to order. NON-AGENDA ITEMS District Chairman Caster announced that time had been reserved for anyone from the public to present an item that was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes. No items were presented. District Chairman Caster reported that County Engineer Greg Thompson is continuing to work with Mr. William Gill, a resident of Churchill Estates who spoke at the last meeting of the Water and Sewer District. APPROVAL OF MINUTES District Chairman Caster called for a motion to approve the minutes of the regular meeting held on August 2, 2004, as presented by the Clerk to the District Board. otion: M District Commissioner Pritchett MOVED, SECONDED by District Commissioner Boseman, to approve the minutes of the regular meeting held on August 2, 2004, as presented by the Clerk to the District Board. CONSIDERATION OF CREATING A WATER DEVELOPMENT PLAN COMMITTEE County Engineer Greg Thompson reported that New Hanover County is currently involved with the development and implementation of plans for water system improvements. As part of these improvements, the construction of an eight million gallon per day water treatment facility will provide high quality water for the County's water system in the northern part of the County. It is expected that interest in service connections and in the development of the County's water system will increase after the treatment facility is operational. Currently a comprehensive water development plan does not exist. Such a plan would provide a structured format for system development so that the overall integrity of the system would be protected as well as address issues of public health and safety. Staff requests the Board to consider creating a committee to more accurately define the needs and scope that a Water Development Plan should address. In order to develop such a plan, it will be necessary to first define a scope and format for implementation of the plan. Staff will develop a draft plan of action and a suggested composition of the committee. District Chairman Caster requested direction from the Board. The consensus of the Board was for Staff to develop a draft plan of action and a suggested composition of the committee to more accurately define the needs and scope that a Water Development Plan should address. ADDITIONAL ITEMS District Chairman Caster reported receiving a letter from Edwin and Joyce Benton complimenting Hendricks and Barnhill Company and the crews working in their area. NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 3 REGULAR MEETING, AUGUST 16, 2004 PAGE 90 County Engineer Thompson reported that he has met with residents of the Sweetwater Subdivision and has addressed their concerns that Furtado Drive would become a public road and that the County was installing sewer along Furtado Drive. The County is not planning to open the private road for public use, nor does the County have plans to install sewer or water along Furtado Drive. The current plan by the developer is to extend the sewer lines to the property north crossing the easement outside of the paved area. The developer of Sweetwater Subdivision recorded a withdrawal of a portion of the easement dedication and combined this portion with Lot #19 on the cul-de-sac of Furtado Drive. If the developer of the new development to the north wishes to extend County sewer he must negotiate with the property owner of Lot #19 for easement rights so the County sewer can be extended. ADJOURNMENT District Chairman Caster called for a motion to adjourn the meeting. Motion: District Commissioner Pritchett MOVED, SECONDED by District Commissioner Boseman, to adjourn the meeting.
