2003-12-15 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOARD BOOK 3 REGULAR MEETING, DECEMBER 15, 2003 PAGE 49 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, December 15, 2003, at 10:15 a.m. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: Chairman William A. Caster; Vice-Chairman Robert G. Greer; District Commissioner Julia Boseman; District Commissioner Ted Davis, Jr.; District Commissioner Nancy Pritchett; County Manager, Allen O’Neal; County Attorney, Wanda M. Copley; and Clerk to the District Board, Lucie F. Harrell. Chairman Caster called the meeting to order. NON-AGENDA ITEMS Chairman Caster announced that time had been reserved for anyone from the public to present an item that was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes. No items were received. APPROVAL OF MINUTES Chairman Caster called for a motion to approve the minutes. Motion: District Commissioner Boseman MOVED, SECONDED by Vice-Chairman Greer, to approve the minutes of the Regular Meetings held on November 17, 2003 and December 1, 2003 as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. ADOPTION OF RESOLUTION TO ACCEPT PUBLIC DEDICATION OF EASEMENT IN THE MIDDLE SOUND AREA Project Engineer Greg Thompson reported that the County is currently in the process of installing a sewer system to serve the Middle Sound area. In order to complete the system, it will be necessary to run the sewer lines in roads that are not currently state maintained to provide the most efficient routing. The 18-foot easement located at the intersection of Turner Nursery Road (S.R. 1406) was not originally deeded to the Water and Sewer District. The easement is platted and offered for public acceptance. District Commissioner Pritchett requested that the resolution be read into the record. County Manager O’Neal read the resolution into the record. District Commissioner Pritchett requested a correction to the first sentence of last paragraph in the resolution to read, the District Board does now accept instead of not accept. County Manager O’Neal informed the District Board that the resolution would be corrected. Motion: District Commissioner Pritchett MOVED, SECONDED by District Commissioner Boseman, to adopt the amended resolution to accept the offer of dedication of a subdivision easement on the R.H. Walker Estate at the intersection of Turner Nursery Road for the purpose of providing sewer and/or water services to County residents by and through the New Hanover County Water and Sewer District. Upon vote, the MOTION CARRIED UNANIMOUSLY. A copy of the resolution is hereby incorporated as a part of the minutes and is contained in Water and Sewer Exhibit Book II, Page 39. Motion: Vice-Chairman Greer MOVED, SECONDED by District Commissioner Boseman, to adjourn the meeting. Upon vote, the MOTION CARRIED UNANIMOUSLY.
