ASSEMBLY
The District Board of Commissioners of the New Hanover County Water and Sewer District
met in Regular Session on Monday, June 17, 2002 at 1:16 P.M. in the Assembly Room of the New
Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: Chairman Robert G. Greer; Vice-Chairman Nancy H. Pritchett;
District Commissioner Julia Boseman; District Commissioner Ted Davis, Jr.; District Commissioner
William A. Caster; Deputy County Manager Andrew J. Atkinson; County Attorney, Wanda M.
Copley; and Clerk to the District Board, Lucie F. Harrell.
Chairman Greer called the meeting to order.
NON-AGENDA ITEMS
Chairman Greer announced that time had been reserved for anyone from the public to present
an item that was not listed on the Regular Agenda. He requested all persons to limit their remarks
to three minutes.
No items were presented.
ADOPTION OF FISCAL YEAR 2002-2003 BUDGET ORDINANCE FOR THE NEW
HANOVER COUNTY WATER AND SEWER DISTRICT
Chairman Greer asked if any member of the District Board would like to comment on the FY
2002-2003 Budget Ordinance for the Water and Sewer District.
District Commissioner Boseman asked how much money was in the appropriated fund balance
for the Water and Sewer District.
Finance Director Shell responded that $18 million was in the Water and Sewer Fund Balance
and stated that a reserve is needed to continue to add new customers and areas to the water and
sewer system. The economic model projects utilization of the entire fund balance by June 30, 2013
for completion of water and sewer capital projects in the unincorporated county.
After hearing no further comments, Chairman Greer called for a motion to adopt the 2002-
2003 Budget Ordinance.
Motion:
District Commissioner Caster MOVED, SECONDED by Vice-Chairman Pritchett, to
adopt the FY 2002-2003 Budget Ordinance for the Water and Sewer District as presented. Upon
vote, the MOTION CARRIED UNANIMOUSLY.
A copy of the Budget Ordinance is hereby incorporated as a part of the minutes and is
contained in W&S Exhibit Book II, Page 35.

ADJOURNMENT
Chairman Greer called for a motion to adjourn.
Motion:
Vice-Chairman Pritchett MOVED, SECONDED by District Commissioner Caster, to
adjourn. Upon vote the MOTION CARRIED UNANIMOUSLY.
Chairman Greer adjourned the meeting at 1:21 P.M.
