HomeMy WebLinkAbout2002-08-05 Water & Sewer Distri NEW HANOVER COUNTY WATER AND SEWER DISTRICTBOOK 2 REGULAR MEETING, AUGUST 5, 2002PAGE 732 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, August 5, 2002, at 6:21 P.M. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: Chairman Robert G. Greer; Vice-Chairman Nancy H. Pritchett; District Commissioner Julia Boseman; District Commissioner Ted Davis, Jr.; District Commissioner William A. Caster; County Manager, Allen O’Neal; County Attorney, Wanda M. Copley; and Clerk to the District Board, Lucie F. Harrell. Chairman Greer called the meeting to order. NON-AGENDA ITEMS Chairman Greer announced that time had been reserved for anyone from the public to present an item that was not listed on the Regular Agenda. He requested all persons speaking to limit their remarks to three minutes. No items or comments were presented. APPROVAL OF CONTRACT #03-0027 FOR THE DISTRICT TO PARTICIPATE IN CONSTRUCTION OF A WATER LINE BEING INSTALLED BY SSP INVESTMENTS, INC. AND HARNETT WATERFRONT LLC IN PORTERS NECK County Engineer Wyatt Blanchard reported that Staff has received a request from SSP Investments, Inc. and Harnett Waterfront, LLC asking permission to extend the water system from the entrance of Blue Point Subdivision and Porters Neck Road eastward along Porters Neck Road to Edgewater Club Road, across the Nixon Davis property to Futch Creek Road, and proceeding along Futch Creek Road in a westerly direction to the entrance of the proposed subdivision. The project will require an 8-inch line. Since the District had planned to put in a 12- inch line in the future, Staff is requesting the District Board to require SSP Investments, Inc. and Harnett Waterfront, LLC to oversize the line and pay the difference between an 8 and 12-inch line along Porters Neck Road and Futch Creek Road. The estimated cost of the project is $147,000. The District’s cost to upgrade the water line along Porters Neck Road and Futch Creek Road to a 12-inch line will be approximately $40,000. Allowing the developer to construct 1,940 feet of the water line will save the District approximately $107,000. The money will be paid from the Water and Sewer Operating Fund. District Commissioner Boseman asked if this project was on the water expansion schedule. County Engineer Blanchard responded that a schedule has not been prepared for extending the water system. This is an area where residents have appeared before the District Board on several occasions to express concern about salt water intrusion in private wells. A bid was issued on this project about a year ago, but the District could not pull the figures together, so the project was NEW HANOVER COUNTY WATER AND SEWER DISTRICTBOOK 2 REGULAR MEETING, AUGUST 5, 2002PAGE 733 delayed. Water service will have to be extended to this area in the future, and participating in this project is a way for the District to save money. Hearing no further comments, Chairman Greer requested a motion. Motion: District Commissioner Caster MOVED, SECONDED by Vice-Chairman Pritchett, to approve participation in construction of the water line in the amount of $40,000 and authorize the Chairman to execute the necessary contract documents. Upon vote the MOTION CARRIED UNANIMOUSLY. Discussion followed on the current drought and the need to update the water study performed approximately ten years ago on aquifers in the northern part of the County. District Commissioner Caster advised that the U. S. Geological Study performed a few years ago indicated that a sufficient amount of water was available to consider selling it outside the County to generate additional revenue. County Engineer Blanchard explained that the District has a contract with W. K. Dickson for a feasibility study on placing a water treatment facility and well field in the Greenview Ranches area. Mr. Ed Andrew, an engineer with Andrew and Kuske Consulting Engineers, indicated ten years ago that 25 million gallons of water per day could be removed safely from the Pee Dee and Castle Hayne aquifers. There is also another aquifer known as Black Creek that has not been considered for use. This aquifer is the deepest of the three aquifers and contains brackish water; however, the proposed water treatment plant will be constructed with a membrane filter that will convert brackish water to regular water by using reverse osmosis. Chairman Greer informed the District Board that a status report on the water treatment plant and discussion of the need to update the water study will be presented as an agenda item within the next 30 to 60 days. ADJOURNMENT Chairman Greer called for a motion to adjourn the meeting. Motion: District Commissioner Caster MOVED, SECONDED by District Commissioner Boseman, to adjourn.
