ASSEMBLY
The District Board of Commissioners of the New Hanover County Water and Sewer District
met in Regular Session on Monday, October 7, 2002, at 5:51 P.M. in the Assembly Room of the New
Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: Chairman Robert G. Greer; Vice Chairman Nancy H. Pritchett;
District Commissioner Julia Boseman; District Commissioner Ted Davis, Jr.; District Commissioner
William A. Caster; County Manager, Allen O’Neal; Deputy County Attorney, Kemp Burpeau; and
Deputy Clerk to the Board, Teresa P. Elmore.
Chairman Greer called the meeting to order.
NON-AGENDA ITEMS
Chairman Greer announced that time had been reserved for anyone from the public to present
an item that was not listed on the Regular Agenda. He requested all persons to limit their remarks
to three minutes.
No one spoke.
APPROVAL OF MINUTES
Chairman Greer called for a motion to approve the minutes of the District Meeting held on
July 8, 2002, as presented by the Clerk to the District Board.
Motion:
Vice Chairman Pritchett MOVED, SECONDED by District Commissioner Boseman, to
approve the minutes of the meeting as presented by the Clerk to the District Board. Upon vote, the
MOTION CARRIED UNANIMOUSLY.
ADDITIONAL ITEMS:
In response to questions from District Commissioner Caster regarding the contract to put
wells in the northern part of the county, Chairman Greer responded that County Engineer Wyatt
Blanchard will submit the request for the Board’s consideration in 30 to 45 days.
District Commissioner Boseman requested an update on providing water and sewer to
businesses along US Highway 421 North. She had heard the businesses were willing to pay some of
the cost for a study.
Chairman Greer responded that he attended a meeting with community business leaders who
are working to find a feasible solution. The group is discussing whether to get raw water from the
Lower Cape Fear Water and Sewer Authority or treated water from the City of Wilmington. A new
water treatment facility will be needed if it is decided to use the raw water line along US Highway
421. Pender County has expressed interest in joining a regional basis. A decision will need to made

on the water source before a cost study can be performed.
District Commissioner Boseman commented that the County needs to be proactive in getting
the water and sewer services along the corridor to encourage expansion of industrial development.

Chairman Greer called for a motion to adjourn the meeting.
Motion:
Vice Chairman Pritchett MOVED, SECONDED by District Commissioner Caster, to
adjourn the meeting. Upon vote, the MOTION CARRIED UNANIMOUSLY.
Chairman Greer adjourned the meeting at 5:59 P.M.
