ASSEMBLY
The District Board of Commissioners of the New Hanover County Water and Sewer District
met in Regular Session on Monday, January 22, 2001, at 11:47 A.M. in the Assembly Room of the
New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: Chairman Robert G. Greer; Vice-Chairman Nancy H. Pritchett;
District Commissioner Julia Boseman; District Commissioner William A. Caster; District
Commissioner Ted Davis, Jr.; County Manager, Allen O’Neal; County Attorney, Wanda M. Copley;
and Clerk to the Board, Lucie F. Harrell.
NON-AGENDA ITEMS
Chairman Greer announced that time had been reserved to allow the public to present an item
that was not listed on the Water and Sewer Agenda. He requested all persons speaking to limit their
remarks to three minutes.
No comments or items were received.
APPROVAL OF MINUTES
Chairman Greer requested a motion to approve the minutes.
Motion:
Vice-Chairman Pritchett MOVED, SECONDED by District Commissioner Caster, to
approve the minutes of the Regular Meeting of January 8, 2001, as presented by the Clerk to the
District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY.
ADOPTION OF RESOLUTION TO AWARD BID #01-0123 AND APPROVE CONTRACT
#01-0123 TO JET VAC SEWER EQUIPMENT COMPANY FOR PURCHASE OF A
MANHOLE SUCTION UNIT
County Engineer Wyatt Blanchard advised that funds were appropriated to purchase a
manhole suction unit. The formal bidding process was used and the following bids were received:
Jet Vac Sewer Equipment Company$105,219.25
Rodders & Jets Supply Company$123,812.00
After evaluation of the bids received, Staff recommends award of the bid Jet Vac Sewer
Equipment Company, the lowest bidder.
Chairman Greer asked if any member of the District Board would like to comment.
After hearing no comments, Chairman Greer called for a motion.

Motion:
District Commissioner Caster MOVED, SECONDED by Vice-Chairman Pritchett, to adopt
a resolution to award Bid #01-0123 in the amount of $105,219.25 and approve Contract #01-0123
with Jet Vac Sewer Equipment Company, the lowest responsible bidder, for purchase of a manhole
suction unit. The Chairman was authorized to execute the necessary contract documents. Upon
vote, the MOTION CARRIED UNANIMOUSLY.
A copy of the resolution is hereby incorporated as a part of the minutes and is contained in
W&S Exhibit Book II, Page 28.
A copy of the contract is on file in the Legal Department.
AUTHORIZATION FOR EXISTING RETAIL CENTER LOCATED AT 5212 NORTH
COLLEGE ROAD TO CONNECT TO AN EXISTING SEWER FORCE MAIN
County Engineer Wyatt Blanchard reported that a request was received from Dombroski
Enterprises for permission to connect an existing retail center located at 5212 North College Road
in Castle Hayne to the sewer force main that runs from Castle Hayne to NorthChase. The total
design flow based on usage is 2,175 gallons per day with an actual flow being approximately 600
gallons per day. As indicated by the letter from the Health Department, this site is experiencing
major septic tank drainfield problems with sewage going into the ground surface. Mr. Ronald E.
Dombroski has been given notice by the Health Department that if the connection is not made to the
sewer system within 30 days, he will be required to install a full wastewater system repair.
County Engineer Blanchard informed the District Board that Mr. Dombroski was present and
would be glad to answer any questions.
Discussion followed on the difference in the 600 gallons per day listed on the agenda item and
the 5,000 gallons per day requested by Mr. Dombroski in his letter of November 30, 2000.
Mr. Dombroski explained that he was using figures from the New Hanover County Health
Department for a small 40-seat restaurant and beauty salon. He estimated the current actual use at
1,000 gallons per day.
County Engineer Blanchard informed the District Board that the actual flow was one-half of
the design flow.
Chairman Greer asked if any member of the District Board would like to comment.
District Commissioner Davis asked Mr. Dombroski if he was willing to pay all costs
associated with connecting to the sewer force main.
Mr. Dombroski responded that he would pay all costs.

There being no further comments, Chairman Greer called for a motion.
Motion:
District Commissioner Davis MOVED, SECONDED by District Commissioner Caster, to
allow Dombroski Enterprises to connect to the sewer force main running from Castle Hayne to
NorthChase subject to all costs paid by Mr. Dombroski. Upon vote, the MOTION CARRIED
UNANIMOUSLY.
APPROVAL OF REQUEST FOR SOUTHERN LIFESTYLES TO OVERSIZE THE SEWER
LINE IN WINDY HILLS AND APPROVAL OF ASSOCIATED REIMBURSEMENT
CONTRACT #01-0204
County Engineer Wyatt Blanchard advised that a request had been received from Southern
Lifestyles for the District to oversize the trunk sewer line in Windy Hills located in the southern part
of the County off Myrtle Grove Road. The proposed project will include 2,426 feet of sewer lines
and will serve existing developed lots as well as new development planned by Southern Lifestyles.
The total cost of the sewer line will be $182,502.
The proposed sewer line will connect into the Loder Avenue sewer pump station which is
being constructed by Loder Development. The District is participating in the construction of the
pump station through Contract #00-0085.
The cost for the District to participate in the sewer line will be $16,000 which will be paid
upon acceptance of the sewer system. After a review of the request, Staff recommends participation
in oversizing the sewer line.
Chairman Greer asked if any member of the District Board would like to comment.
There being no comments, Chairman Greer called for a motion.
Motion:
District Commissioner Caster MOVED, SECONDED by Vice-Chairman Pritchett, to
approve the request from Southern Lifestyles for the company to oversize the Windy Hills trunk
sewer line and approve the associated reimbursement contract for the District to pay Southern
Lifestyles no more no than $16,000 upon acceptance of the sewer system. The Chairman was
authorized to execute the contract documents. Upon vote, the MOTION CARRIED
UNANIMOUSLY.
