2001-09-04 Water & Sewer Distri NEW HANOVER COUNTY WATER AND SEWER DISTRICTBOOK 2 REGULAR MEETING, SEPTEMBER 4, 2001 PAGE 666 ASSEMBLY The District Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, September 4, 2001, at 6:00 P.M. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: Chairman Robert G. Greer; Vice-Chairman Nancy H. Pritchett; District Commissioner Julia Boseman; District Commissioner Ted Davis, Jr.; District Commissioner William A. Caster; County Manager, Allen O’Neal; County Attorney, Wanda M. Copley; and Clerk to the Board, Lucie F. Harrell. Chairman Greer called the meeting to order. NON-AGENDA ITEMS Chairman Greer announced that time had been reserved for anyone from the public to present an item that was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes. Mr. Mark Cope, representing the Kings Grant community, addressed his comments to District Commissioner Davis and quoted the following statement made by Mr. Davis on the late night news report: “It is now time for the State of North Carolina to step up to the plate and do what they promised.” Mr. Cope stated that he was awe struck to hear those words when the citizens of Kings Grant have felt the same way for the past 17 years. The County has not provided sewer and other services needed in this area, and it is time for the District Board to step up to the plate and fulfill a promise made to the citizens of Kings Grant. APPROVAL OF MINUTES Chairman Greer called for a motion to approve the minutes. Motion: Vice-Chairman Pritchett MOVED, SECONDED by District Commissioner Caster, to approve the minutes of the Regular Meeting held on August 6, 2001 and the minutes of the Regular Meeting held on August 20, 2001 as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. ADOPTION OF REVISED RESOLUTION AUTHORIZING THE ENGINEERING MANAGER TO SIGN PERMIT APPLICATIONS ON BEHALF OF THE WATER AND SEWER DISTRICT Assistant County Manager Dave Weaver advised that the District is currently involved in a significant number of projects which require the Engineering Department to apply for various permits in a timely manner. Currently, the County Engineer is the only person in the department who can sign the permit applications. The proposed resolution will allow the Engineering Manager to sign the NEW HANOVER COUNTY WATER AND SEWER DISTRICTBOOK 2 REGULAR MEETING, SEPTEMBER 4, 2001 PAGE 667 applications. Chairman Greer commented on the proposed resolution and expressed concern for the County Engineer not being referenced in the resolution. He suggested adding language to clarify that the Engineering Manager will be the designated person to sign permit applications in the absence of the County Engineer. Motion: After agreeing with change suggested by Chairman Greer, District Commissioner Caster MOVED, SECONDED by Vice-Chairman Pritchett, to adopt a revised resolution to authorize the Engineering Manager to sign the permit applications on behalf of the Water and Sewer District in the absence of the County Engineer. Upon vote, the MOTION CARRIED UNANIMOUSLY. A copy of the revised resolution is hereby incorporated as a part of the minutes and is contained in W&S Exhibit Book II, Page 32. APPROVAL OF CONTRACT #01-0264 WITH D. F. KING CONSTRUCTION, INC. TO CONSTRUCT AND INSTALL WATER AND SEWER TAPS Assistant County Manager Dave Weaver advised that in the past, the District has contracted with a construction company to install water and sewer taps. This process has saved a tremendous amount of time for Staff. He advised that requests for proposals were submitted to contract out this service and stated that the following bids have been received: D.F. King Construction, Inc.$ 85,200 Heath Construction$111,800 After a review of the bids, Staff recommends award of the contract to D. F. King Construction, Inc. District Commissioner Boseman asked if the Engineering Department could perform the work at a cheaper cost. Assistant County Manager Weaver responded that Staff could perform the work cheaper, but revenue would be lost in hiring additional personnel. In the long run, it is less expensive to contract out this service. He also noted that award of the contract would not increase the water and sewer tap fees. After hearing no further comments, Chairman Greer called for a motion. Motion: District Commissioner Caster MOVED, SECONDED by Vice-Chairman Pritchett, to award Contract #01-0264 to D.F. King Construction, Inc., the low bidder, in the amount of $85,200 and authorize the Chairman to execute the necessary contract documents. Upon vote the MOTION CARRIED UNANIMOUSLY. ADJOURNMENT Chairman Greer called for a motion to adjourn. Motion: District Commissioner Caster MOVED, SECONDED by District Commissioner Boseman, to adjourn.
