HomeMy WebLinkAbout2001-10-01 Water & Sewer Distri NEW HANOVER COUNTY WATER AND SEWER DISTRICTBOOK 2 REGULAR MEETING, OCTOBER 1, 2001 PAGE 672 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, October 1, 2001 at 5:45 P.M. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: Chairman Robert G. Greer; Vice-Chairman Nancy H. Pritchett; District Commissioner Julia Boseman; District Commissioner Ted Davis, Jr.; District Commissioner William A. Caster; County Manager, Allen O’Neal; County Attorney, Wanda M. Copley; and Clerk to the District Board, Lucie F. Harrell. Chairman Greer called the meeting to order. NON-AGENDA ITEMS Chairman Greer announced that time had been reserved for anyone from the public to present an item that was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes. No items were presented. APPROVAL OF MINUTES Chairman Greer called for a motion to approve the minutes of September 17, 2001. Motion: District Commissioner Pritchett MOVED, SECONDED by District Commissioner Caster, to approve the minutes of the Regular Meeting held on September 17, 2001 as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. CONSIDERATION OF REQUEST FOR WATER SERVICE IN GREENVIEW RANCHES AND OAK RIDGE County Engineer Blanchard reported on September 17, 2001, the District Board requested Staff to prepare an estimated cost for the District to provide untreated water to the Greenview Ranches/Oak Ridge area. The following figures were presented: Estimated Cost of Constructing a Water System$236,970 (to serve 52 existing customers plus 37 vacant lots) Estimated Cost Per Customer$ 2,658 Another option discussed at the September 17, 2001, meeting was the possibility of the District selling water to Coastal Plains Utilities. If this option is approved, it will cost Coastal Plains Utilities approximately $25,000 to purchase the back flow preventer and the meter. Utilities Commission regarding the request for Coastal Plains Utilities to purchase water from the District. County Engineer Wyatt Blanchard advised that a letter was just received from the N. C. Public Staff of the Utilities Commission and stated that the Public Staff is not in the position to make a recommendation. Chairman Greer asked Mr. Allie Moore, President of Coastal Plains Utilities, if he would like to speak on this issue. Mr. Moore informed the District Board that he was interested in purchasing water from the Water and Sewer District. He requested the District Board to allow time for him to contact the following agencies: •The N. C. Utilities Commission to find out the tariff charged and obtain a rate schedule to determine what the water rate will be for customers in the Greenview Ranches/Oak Ridge area if water is purchased from the District. •The N. C. Department of Environment and Natural Resources to find out the types of tests that will have to be conducted by Coastal Plains Utilities. In concluding his remarks, Mr. Moore advised that he would move forward with obtaining this information as soon as possible and report back to the District Board. After discussion, the District Board agreed to allow Mr. Moore time to contact the necessary state agencies and report back to the Board once the requested information has been received. ADJOURNMENT There being no further business, Chairman Greer called for a motion to adjourn the meeting. Motion: District Commissioner Boseman MOVED, SECONDED by District Commissioner Caster, to adjourn the meeting. Upon vote, the MOTION CARRIED UNANIMOUSLY.
