2001-10-15 Water & Sewer Distri NEW HANOVER COUNTY WATER AND SEWER DISTRICTBOOK 2 REGULAR MEETING, OCTOBER 15, 2001 PAGE 674 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, October 15, 2001, at 12:22 P.M. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: Chairman Robert G. Greer; Vice-Chairman Nancy H. Pritchett; District Commissioner Julia Boseman; District Commissioner William A. Caster; District Commissioner Ted Davis, Jr.; County Manager, Allen O’Neal; County Attorney, Wanda M. Copley; and Clerk to the District Board, Lucie F. Harrell. NON-AGENDA ITEMS Chairman Greer announced that time had been reserved to allow anyone from the public to speak on an item that was listed on the Regular Agenda. He requested all persons speaking to limit their remarks to three minutes. No remarks were received. APPROVAL OF MINUTES Chairman Greer called for a motion to approve the minutes. Motion: Vice-Chairman Pritchett MOVED, SECONDED by District Commissioner Caster, to approve the minutes of the Regular Meeting held on October 1, 2001, as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. APPROVAL OF CONTRACT #02-0146 WITH N&K DEVELOPMENT, INC. TO PARTICIPATE IN CONSTRUCTION OF SEWER LINE LOCATED ON MYRTLE GROVE ROAD SOUTH OF MONKEY JUNCTION County Engineer, Wyatt Blanchard, advised that a request has been received from Wilson Ki, President of N&K Development, Inc., to participate in constructing a sewer line to Deer Crossing Subdivision located on Myrtle Grove Road south of Monkey Junction. The sewer project will serve 159 new residential units, an existing mobile home park, and a portion of the existing Hickory Knoll Subdivision. The sewer line is part of the Water and Sewer District Master Plan, and if the request is approved, the developer will be required to increase the line from eight (8) inches to twelve (12) inches to allow other areas to be served in the future. The District will pay for oversizing the main line, adding services to existing houses and adding a new sewer force main to the existing pump station at a cost of $86,516. One-half of the cost ($43,258) will be paid upon acceptance of the project with the remaining half plus 4% interest being paid twelve months later. The total cost of the project is $438,199, including the District’s cost. Chairman Greer explained that by allowing the developer to build the sewer line, the District will be paying $86,515 plus interest instead of $450,000. NEW HANOVER COUNTY WATER AND SEWER DISTRICTBOOK 2 REGULAR MEETING, OCTOBER 15, 2001 PAGE 675 Motion: Vice-Chairman Pritchett MOVED, SECONDED by District Commissioner Caster, to approve a contract with N&K Development, Inc. in the amount of $86,515.00 plus 4% interest for a total of $88,246.32 to construct a sewer line to the Deer Crossing Subdivision. The Chairman was authorized to execute the necessary contract documents. Upon vote, the MOTION CARRIED UNANIMOUSLY. A copy of the contract is on file in the Legal Department. ADOPTION OF RESOLUTION APPROVING CONTRACT #02-0085 WITH PIPELINE SUPPLY COMPANY FOR PURCHASE OF WATER METERS FOR THE WILMINGTON/HANBY BEACH PROJECT AND APPROVAL OF ASSOCIATED BUDGET AMENDMENT #2002-16 County Engineer, Wyatt Blanchard, requested the Board to approve a contract with Pipeline Supply Company to purchase water meters for the Wilmington/Hanby Beach water and sewer project. The associated budget amendment includes an increase in contingencies because of problems experienced with other pipes in the ground and revenue received from Carolina Beach and Kure Beach for additions to enhance the system. Motion: District Commissioner Caster MOVED, SECONDED by District Commissioner Boseman, to adopt a resolution approving Contract #02-0085 with Pipeline Supply Company in the amount of $74,250 to purchase water meters for the Wilmington/Hanby Beach project, approve the associated budget amendment, and authorize the Chairman to execute the necessary documents. Upon vote, the MOTION CARRIED UNANIMOUSLY. A copy of the resolution is hereby incorporated as a part of the minutes and is contained in W&S Exhibit Book II, Page 32. A copy of the contract is on file in the Legal Department. ACTION TABLED FOR SIX MONTHS ON CONSIDERATION OF WASTEWATER IMPACT AND DEVELOPMENT FEES FOR THE LADY AMERICA FITNESS FACILITY Chairman Greer reported that this was a unique situation and stated that Vice-Chairman Pritchett has requested postponing this action for another six months to determine the actual wastewater flow. Vice-Chairman Pritchett explained that she felt the original impact fee charged was excessive but she would prefer to wait six months to monitor usage by the facility since it just opened and THE membership could significantly increase in the next six months. Consensus: It was the consensus of the Board to table this matter for six months and consider the request on April 15, 2002. ADDITIONAL ITEMS Discussion of Security for Water Systems in the District Chairman Greer reported that discussion has been held with County Engineer Blanchard about security measures for water systems with the use of locks and making the sites inaccessible to the public. After discussion, the District Board authorized County Engineer Blanchard to move forward with security measures for the water systems. Report on the Wilmington/Hanby Beach Water and Sewer Project County Engineer Blanchard reported that all lines have been installed and the water and sewer system for the Wilmington/Hanby Beach area will be completed by the middle of November. A temporary permitting office has been located in the area to better accommodate the residents. Chairman Greer asked if any progress had been made on applying for a Rural Center grant. County Engineer Blanchard advised that the Rural Center in Raleigh, N. C., called him on October 12, 2001, and he responded to questions to see if the District was eligible to receive a grant NEW HANOVER COUNTY WATER AND SEWER DISTRICTBOOK 2 REGULAR MEETING, OCTOBER 15, 2001 PAGE 677 for the Wilmington/Hanby Beach Project as well as the Castle Hayne Project and Kings Grant Project. He stated that once more information is received, the District Board will be informed. County Manager O’Neal noted that he had called Senator Patrick Ballantine immediately upon hearing about the Rural Center grants. Hopefully, the County will be eligible to apply for these grants.
