ASSEMBLY
The District Board of Commissioners of the New Hanover County Water and Sewer District
met in Regular Session on Monday, December 3, 2001, at 5:30 P.M. in the Assembly Room of the
New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: Chairman Robert G. Greer; Vice-Chairman Nancy H. Pritchett;
District Commissioner Julia Boseman; District Commissioner William A. Caster; District
Commissioner Ted Davis, Jr.; County Manager, Allen O’Neal; County Attorney, Wanda M. Copley;
and Clerk to the District Board, Lucie F. Harrell.
ELECTION OF CHAIRMAN AND VICE-CHAIRMAN OF THE WATER AND SEWER
DISTRICT BOARD OF COMMISSIONERS FOR THE ENSUING YEAR
County Attorney Copley opened the floor to receive nominations for Chairman of the Water
and Sewer District Board of Commissioners for the ensuing year.
District Commissioner Pritchett nominated District Commissioner Robert G. Greer to serve
as Chairman. The nomination was seconded by District Commissioner Caster.
There being no further nominations, County Attorney Copley declared the nominations closed
and called for a vote.
Vote:
Upon vote, the District Board unanimously elected Robert G. Greer to serve as Chairman of
the Water and Sewer District Board for the ensuing year.
County Attorney Copley opened the floor to receive nominations for Vice-Chairman of the
Water and Sewer District Board for the ensuing year.
District Commissioner Davis nominated District Commissioner Nancy H. Pritchett. The
nomination was seconded by District Commissioner Caster.
There being no further nominations, County Attorney Copley declared the nominations closed
and called for a vote.
Vote:
Upon vote, the District Board unanimously elected Nancy H. Pritchett to serve as Vice-
Chairman of the Water and Sewer District Board for the ensuing year.
Chairman Greer and Vice-Chairman Pritchett expressed appreciation to the members of the
District Board for electing them to serve in these positions.
MEETING CONVENED TO THE REGULAR SESSION
Chairman Greer convened the meeting to the Regular Session of the Board of County
Commissioners at 5:35 P.M.

Chairman Greer reconvened to the Regular Session of the District Board at 9:53 P.M.
NON-AGENDA ITEMS
Chairman Greer announced that time had been reserved to allow anyone from the public to
speak on an item that was not listed on the Regular Agenda. He requested all persons speaking to
limit their remarks to three minutes.
No items were presented.
APPROVAL OF MINUTES
Chairman Greer called for a motion to approve the minutes of the Regular Meeting of
November 19, 2001, as presented by the Deputy Clerk to the District Board.
Vice-Chairman Pritchett requested a correction to Page 3, Paragraph 3, Sentence 2 by adding
the word “only” after the word dependent.
Motion:
Vice-Chairman Pritchett MOVED, SECONDED by District Commissioner Caster, to
approve the minutes of November 19, 2001, as corrected. Upon vote, the MOTION CARRIED
UNANIMOUSLY.
APPROVAL OF REIMBURSEMENT CONTRACT #02-0154 WITH DAVID GREER
CONSTRUCTION, INC. FOR THE CASTLE HAYNE HUD SEWER PROJECT
For the record, Chairman Greer stated that he was not related to the developer David Greer.
County Engineer Wyatt Blanchard presented a map of the Castle Hayne HUD Sewer Project
and reported as part of the design of the Castle Hayne project, it was feasible to place the main sewer
line and pump station on the adjoining property owned by David Greer Construction, Inc. This
eliminates the need to cross numerous lots and wetlands, which will save money for the District.
Since Mr. Greer is planning a development on his property, he is willing to work with the District for
a solution that will benefit both parties. He has proposed to install approximately 2,200 linear feet
of gravity sewer line and manholes; provide the lift pump station site; and provide all easements at
the same cost it would have cost the District to perform the work. He has also offered to pay all
additional construction costs.
County Engineer Blanchard advised that the estimated cost for the District to install the line
is $105,000. Since the District will not have to purchase easements across the Greer property, pay
for a lift pump station site, or pay additional costs involved with the sewer construction, a
considerable sum of money will be saved for the District. He requested the District Board to enter
into a contract with David Greer Construction, Inc. in the amount of $105,000 to install the sewer
line. Funding has already been included in the current budget for the Castle Hayne HUD Sewer
Project.

District Commissioner Boseman expressed concern for the proposed project being placed
before the Kings Grant Project and asked if additional capacity for this project would impact the
Kings Grant Project.
County Engineer Blanchard responded that sufficient capacity was available for the Kings
Grant Project.
District Commissioner Boseman spoke on being confused about being told that capacity was
not available for the Kings Grant Project and then being told that capacity was available. She
requested an explanation.
County Engineer Blanchard explained that currently capacity is available; however, it will
depend on the amount of capacity available when the Kings Grant Project is ready to go on line. If
the permit was issued today, there would be sufficient capacity for the Kings Grant Project. In an
effort to better control capacity, Staff has placed a limit on the number of units when issuing permits.
For example, when a developer requests sewer capacity for 200 units, the District places a limit on
the number of units issued to prevent tying up capacity for all 200 units when only 25 to 50 units are
sold. The remaining units many not be sold or built for two or three years. This procedure will allow
Staff to better determine the availability of sewer capacity.
District Commissioner Boseman asked when all permits for the Kings Grant Project should
be received.
County Engineer Blanchard responded that one application had already been submitted for
the first section of the Kings Grant Project, the application for the second section is ready to be
submitted, and the application for the third section will be submitted after the first of the year. The
permits for the entire project should be received within six to nine months.
Motion:
Vice-Chairman Pritchett MOVED, SECONDED by District Commissioner Caster, to
approve Contract #02-0154 with David Greer Construction, Inc. in the amount of $105,000 to install
a portion of the Castle Hayne HUD sewer line. Upon vote, the MOTION CARRIED
UNANIMOUSLY.
A copy of the contract is on file in the Legal Department.
District Commissioner Boseman spoke on being approached by Laney Wilson, a member of
the NCDOT Board, and Allen Pope, District Engineer of the local NCDOT Office, regarding
improvements to Middle Sound Loop Road, and she asked when the District would be installing the
sewer line extension line underneath Middle Sound Loop Road.
County Engineer Blanchard responded that the District was waiting to receive permits from
the NCDOT, CAMA, and the Corps of Engineers before the sewer line could be installed.

Chairman Greer asked if any progress had been made with placing a bike path in this area.
District Commissioner Boseman responded that no enhancement grant funding was available
to pay for a bike path. She also noted that officials from the NCDOT have indicated that a curb and
gutter system will be required if a bike path is located in this area because of water quality issues.
County Manager O’Neal advised that if grant funds are used, the criteria may require a curb
and gutter system to install the bike path.
After further discussion of road improvements being made by the NCDOT and this being an
ideal time to locate a bike path in the area, Chairman Greer requested County Engineer Blanchard
to check with various agencies to see if the project can be accomplished.
County Manager O’Neal advised that he and County Engineer Blanchard would check into
this matter and report back to the District Board.

Chairman Greer called for a motion to adjourn.
Motion:
District Commissioner Pritchett MOVED, SECONDED by District Commissioner Caster,
to adjourn. Upon vote, the MOTION CARRIED UNANIMOUSLY.
Chairman Greer adjourned the meeting at 9:35 P.M.
