2000-02-07 Water & Sewer Distri NEW HANOVER COUNTY WATER AND SEWER DISTRICTBOOK 2 REGULAR MEETING, FEBRUARY 7, 2000 PAGE 552 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, February 7, 2000, at 9:51 p.m. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: District Commissioner Buzz Birzenieks; District Commissioner Ted Davis, Jr; District Commissioner William A. Caster; Vice-Chairman Charles R. Howell; Chairman Robert G. Greer; County Manager, Allen O’Neal; County Attorney, Wanda M. Copley; and Clerk to the Board, Lucie F. Harrell. NON-AGENDA ITEMS Chairman Greer announced that time had been reserved to allow any person from the public to speak on an item that was not listed on the Regular Agenda. He requested all persons speaking to limit their remarks to three minutes. No items were presented. APPROVAL OF MINUTES Motion: Vice-Chairman Howell MOVED, SECONDED by District Commissioner Birzenieks, to approve the minutes of the Regular Meeting of January 19, 2000, as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. ADOPTION OF RESOLUTION TO AWARD BID #00-0119 TO COASTAL ELECTRONICS, INC. FOR AN UPGRADE/MODIFICATION TO THE EXISTING TELEMETRY SYSTEM County Engineer, Wyatt Blanchard, reported that two bids have been received for the upgrade/modification to the existing telemetry systems. After a review of the bids, Staff recommends awarding the contract to Coastal Electronics, Inc., the lowest responsible bidder, in the amount of $33,356. Motion: District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Davis, to adopt a resolution awarding the bid to Coastal Electronics, Inc. in the amount of $33,356 for an upgrade/modification for the existing telemetry system and authorize the Chairman to execute the necessary contract documents. Upon vote, the MOTION CARRIED UNANIMOUSLY. A copy of the contract is on file in the Legal Department. REJECTION OF BID RECEIVED FOR THE GREENBRIAR SEWER COLLECTION SYSTEM County Engineer, Wyatt Blanchard, reported that T. A. Loving was the low bidder for the project; however, the company omitted Addendum Number 2. This omission disqualified the bid, and the District Board can either award the contract to the second bidder or reject all bids received NEW HANOVER COUNTY WATER AND SEWER DISTRICTBOOK 2 REGULAR MEETING, FEBRUARY 7, 2000 PAGE 553 and re-advertise the project. Since the difference between the first and second bid is $175,402, Staff recommends rejecting all bids received. Motion: District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Caster to reject the bids received and re-advertise the project. Upon vote, the MOTION CARRIED UNANIMOUSLY. ADJOURNMENT Motion: District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Caster, to adjourn. Upon vote, the MOTION CARRIED UNANIMOUSLY.
