HomeMy WebLinkAbout2000-02-21 Water & Sewer Distri NEW HANOVER COUNTY WATER AND SEWER DISTRICTBOOK 2 REGULAR MEETING, FEBRUARY 21, 2000 PAGE 554 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, February 21, 2000, at 11:31 a.m. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: District Commissioner Buzz Birzenieks; District Commissioner Ted Davis, Jr; District Commissioner William A. Caster; Vice-Chairman Charles R. Howell; Chairman Robert G. Greer; County Manager, Allen O’Neal; County Attorney, Wanda M. Copley; and Clerk to the Board, Lucie F. Harrell. NON-AGENDA ITEMS Chairman Greer announced that time had been reserved to allow any person from the public to speak on an item that is not listed on the Regular Agenda. He requested all persons speaking to limit their remarks to three minutes. No comments were received. APPROVAL OF MINUTES Motion: District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Caster to approve the minutes of the Regular Meeting of February 7, 2000, as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. AUTHORIZATION TO USE COUNTY OWNED PROPERTY FOR EXPANSION OF THE NORTHSIDE WASTEWATER TREATMENT PLANT County Engineer, Wyatt Blanchard, requested the District Board to authorize the use of County owned property west and adjacent to the City’s Northside Wastewater Treatment Plant for expansion of this facility. He stated that the Humane Shelter is currently located on a portion of the property, but the Shelter will remain in the same location and continue its service. Motion: District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Howell to authorize the use of County owned property west and adjacent to the City’s Northside Wastewater Treatment Plant for expansion of this facility. Upon vote, the MOTION CARRIED UNANIMOUSLY. District Commissioner Davis asked if the Airport had been notified about this use of the property. Chairman Greer expressed appreciation to Commissioner Davis for mentioning this issue, and he requested County Engineer Blanchard to contact the Airport Authority and explain the construction plans for the site. ACTION DEFERRED ON REQUEST FOR SEWER SERVICE TO THE SPRING VIEW NEW HANOVER COUNTY WATER AND SEWER DISTRICTBOOK 2 REGULAR MEETING, FEBRUARY 21, 2000 PAGE 555 SUBDIVISION County Engineer, Wyatt Blanchard, reported on discussing this issue with Ms. Dianne Harvell, Director of the Environmental Health Division, and stated that she has offered to research this issue to determine how many homes are experiencing septic tank problems in the Spring View Subdivision. He requested the District Board to defer action on this item until the March 27, 2000, meeting so this information can be presented before approving construction of a sewer collection system in this subdivision. Consensus: It was the consensus of the Board to defer action on this item until March 27, 2000. AWARD OF CONTRACT #99-0304 TO STATE UTILITY CONTRACTORS FOR CONSTRUCTION OF MARKET STREET WATER LINE County Engineer, Wyatt Blanchard, reported that proposals have been received for construction of a 16-inch water line from the West Bay Subdivision along Market Street to Country Haven and Marsh Oaks. This water line will be extended to serve Porters Neck and Figure Eight Island in the near future. The extension is in response to concern about salt water intrusion, and Staff recommends award of the contract to State Utility Contractors. The following proposals were received: State Utility Contractors$345,490 T. A. Loving$372,920 Heath Construction$363,500 Pipeline Utilities$422,150 District Commissioner Davis asked if money would be saved by using a larger pipe. County Engineer Blanchard explained that placing a large line in now would be much less costly than waiting until the future. Motion: Vice-Chairman Howell MOVED, SECONDED by District Commissioner Birzenieks to award the contract to State Utility Contractors, the lowest responsible bidder, in the amount of $345,490 to construct a 16-inch water line along Market Street as recommended by the Engineering Department. Upon vote, the MOTION CARRIED UNANIMOUSLY. A copy of the contract is on file in the Legal Department. AWARD OF CONTRACT #00-0131 TO T. P. WOODARD ELECTRICAL, INC. FOR INSTALLATION OF 19 GENERATORS FOR PUMP STATIONS County Engineer, Wyatt Blanchard, reported that bids have been received to install 19 generators for pump stations. This work will consist of pouring the concrete slabs and connecting generators to the pump stations. Once this project is completed, 60 existing pump stations will have generators with only 40 pump stations to be served with portable generators during hurricanes. He requested the Board to award the low bid to T. P. Woodard Electrical, Inc. Woodard Electrical, Inc.$ 69,269 Bryant Electrical Company$114,154 North Brunswick Electric$187,572 Vice-Chairman Howell commented on the difference in bids received and he asked if there was a reason why T. P. Woodard Electrical, Inc. was able to submit a lower bid. County Engineer Blanchard responded that in most cases it depends on the work load of the contractor. Motion: District Commissioner Birzenieks MOVED, SECONDED by Vice-Chairman Howell to award the bid to T. P. Woodard Electrical, Inc. in the amount of $69,269 to install the 19 generators at pump stations. Upon vote, the MOTION CARRIED UNANIMOUSLY. A copy of the contract is on file in the Legal Department. ADJOURNMENT Motion: District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Caster to adjourn. Upon vote, the MOTION CARRIED UNANIMOUSLY.
