ASSEMBLY
The District Board of Commissioners of the New Hanover County Water and Sewer District
met in Regular Session on Monday, June 5, 2000, at 7:36 p.m. in the Assembly Room of the New
Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: District Commissioner Buzz Birzenieks; District Commissioner Ted
Davis, Jr; District Commissioner William A. Caster; Vice-Chairman Charles R. Howell; County
Manager, Allen O’Neal; County Attorney, Wanda M. Copley; and Clerk to the Board, Lucie F.
Harrell.
Vice-Chairman Howell called the meeting to order and welcomed everyone present. He
announced that Chairman Greer was absent because he had to attend his Aunt’s funeral in Delaware.
NON-AGENDA ITEMS
Vice-Chairman Howell announced that time had been reserved to allow the public to present
an item that was not listed on the Regular Agenda. He requested all persons speaking to limit their
remarks to three minutes.
No items were presented.
APPROVAL OF MINUTES
Vice-Chairman Howell called for a motion to approve the minutes.
Motion:
District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Caster,
to approve the minutes of the Regular Meeting of May 22, 2000, as presented by the Clerk to the
District Board. Upon vote, the MOTION CARRIED by a 4 to 0 vote.
ACCEPTANCE OF DRAINAGE EASEMENT FOR WATER AND SEWER USE
ADJACENT TO LAUREL RIDGE
County Engineer, Wyatt Blanchard, reported that subdivisions are recorded with a statement
to allow the District to accept drainage easements for water and sewer construction and maintenance.
He presented a map identifying a drainage easement needed for a sewer line to serve property
adjacent to Laurel Ridge, and he requested the District Board to adopt an Acceptance of Public
Dedication to accept the easement.
Motion:
District Commissioner Caster MOVED, SECONDED by District Commissioner Birzenieks,
to adopt an Acceptance of Public Dedication to accept a 20-foot wide drainage easement situated
between Lots 132 and 133 as fully described in Map Book 34, Page 340, Laurel Ridge Subdivision,
New Hanover County Registry, to be used only for the purpose of water and sewer service. Upon
vote, the MOTION CARRIED by a 4 to 0 vote.
A copy of the Acceptance of Public Dedication is on file in the Legal Department.

ADJOURNMENT
Vice-Chairman Howell called for a motion to adjourn the meeting.
Motion:
District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Davis
to adjourn the meeting. Upon vote, the MOTION CARRIED by a 4 to 0 vote.
Vice-Chairman Howell adjourned the meeting at 7:50 p.m.
