ASSEMBLY
The New Hanover County District Board of Commissioners met in Regular Session on
Monday, July 10, 2000, at 7:00 p.m. in the Assembly Room of the New Hanover County
Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: Chairman Robert G. Greer, presiding; Vice-Chairman Charles R.
Howell; District Commissioner Buzz Birzenieks; District Commissioner William A. Caster; District
Commissioner Ted Davis, Jr.; and County Manager, Allen O’Neal; County Attorney Wanda M.
Copley; and Clerk to the Board, Lucie F. Harrell.
Chairman Greer called the meeting to order and welcomed everyone present.
NON-AGENDA ITEMS
Chairman Greer announced that time had been reserved to allow the public to present an item
that was not listed on the Regular Agenda. He requested all persons speaking to limit their remarks
to three minutes.
No items were presented.
APPROVAL OF MINUTES
Chairman Greer called for a motion to approve the minutes.
Motion:
District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Caster,
to approve the minutes of the Regular Meeting of July 19, 2000, as presented by the Clerk to the
District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY.
APPROVAL OF CONTRACT #01-0045 WITH THOMSON AND COMPANY FOR
CONSTRUCTION OF THE RIVER ROAD SEWER FORCE MAIN AND APPROVAL OF
ASSOCIATED BUDGET AMENDMENT #01-0004
Chairman Greer reported that the New Hanover County Water and Sewer District contracted
with State Utilities Contractors, Inc. for construction of a sewer force main from Lamb’s Bluff to the
existing Motts Creek Pump Station. The New Hanover County Board of Education intends to
construct a gravity sewer line from the Bellamy School to the Motts Creek Pump Station that will
parallel the proposed District force main for approximately 2,130 feet.
To prevent parallel sewer lines, save money, and avoid a delay in the River Road Sewer
project, Staff requested and received bids of $163,800 from State Utilities and $109,365 from
Thomson and Company who presently has a contract with the County for the Veterans Park gravity
line. Based on this information, the District will enter into an agreement with Thompson and
Company to install the gravity line at a cost of $109,365. The Water and Sewer District and Board
of Education will participate in cost sharing with the District paying $37,000 and the Board of
Education paying $77,365. The Board of Education will also share in paying $5,000 to State Utilities
Contractors, Inc. for the District’s contract amendment. The Board of Education shall pay its

designed share to the District upon completion of the subject gravity line and the District’s final
inspection and acceptance.
Chairman Greer requested a motion to enter into a contract amendment with Thomson and
Company.
Motion:
District Commissioner Caster MOVED, SECONDED by District Commissioner Birzenieks,
to approve the amendment to the Thomson and Company contract in the amount of $109,365 for
construction of the gravity line, approve the associated budget amendment, and authorize the County
Manager to execute the Letter of Agreement with the New Hanover County Board of Education.
Upon vote, the MOTION CARRIED UNANIMOUSLY.

Budget Amendment #01-0004 - Water & Sewer Engineering

To budget a contribution from the School System and increase contracted services for
the Schools’ portion of the River Road Sewer project.
APPROVAL OF CONTRACT #01-0043 WITH THE YAHWEH CENTER TO PROVIDE
WATER AND SEWER SERVICE FOR A CHILDREN’S VILLAGE PLANNED ON A SITE
NEAR ISLAND PARK
County Engineer, Wyatt Blanchard, reported that the Yahweh Center has requested the
District to provide water and sewer for the Children’s Village that will be constructed on a parcel of
land adjacent to the N. C. Department of Transportation facilities near Island Park. The projected
water and sewer flow will be 3,130 gallons per day. Staff recommends approval.
Chairman Greer asked if the requested sewer capacity was available.
County Engineer Blanchard responded that the sewer capacity was available.

Motion:
District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Caster,
to approve the contract with the Yahweh Center to provide water and sewer service at 3,130 gallons
per day to the Children’s Village to be located near Island Park. Upon vote, the MOTION
CARRIED UNANIMOUSLY.
A copy of the contract is on file in the Legal Department.
ADDITIONAL ITEMS
ENDORSEMENT OF LOWER CAPE FEAR WATER AND SEWER AUTHORITY’S
PROPOSED HIGHWAY 421 CORRIDOR POTABLE WATER SYSTEM
County Engineer, Wyatt Blanchard, reported that New Hanover County agreed to work with
the Lower Cape Fear Water and Sewer Authority to explore the possibility of providing potable water
system to the Highway 421 Corridor.
The District has a small water system in the area, and three wells are malfunctioning due to
iron bacteria. The Lower Cape Fear Water and Sewer Authority has requested endorsement of the
potable water project through a Letter of Intent signed by the County Manager. No funding is being
requested, and the Authority feels that grants can be obtained to construct a surface water treatment
plant.
District Commissioner Caster, a member of the Lower Cape Fear Water and Sewer Authority,
reported that the Authority decided at the meeting held today to pay for the study and file the grant
applications by September 30, 2000. He advised that a potable water system would greatly benefit
the residents of Flemington and KoSA as well as other companies along the corridor.
District Commissioner Davis asked what would happen if grant funding was not received.
County Engineer Blanchard explained that if grant funding is not received, user fees will be
the source of revenue to pay for the water system, which is an enterprise fund. If user fees are not
reasonable, the project will not move forward because no one will want to connect to the system.
Motion:
District Commissioner Caster MOVED, SECONDED by District Commissioner Howell,
to authorize the County Manager to sign the Letter of Intent for the District to participate with the
Lower Cape Fear Water and Sewer Authority on the Highway 421 Corridor potable water system
project. Upon vote, the MOTION CARRIED UNANIMOUSLY.
A copy of the Letter of Intent is on file in the Legal Department.
