ASSEMBLY
The District Board of Commissioners of the New Hanover County Water and Sewer District
met in Regular Session on Monday, August 21, 2000 at 12:12 p.m. in the Assembly Room of the
New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: Chairman Robert G. Greer; Vice-Chairman Charles R. Howell;
District Commissioner Buzz Birzenieks; District Commissioner William A. Caster; District
Commissioner Ted Davis, Jr; and County Manager, Allen O’Neal; County Attorney, Wanda M.
Copley; and Clerk to the District Board, Lucie F. Harrell.
Chairman Greer called the meeting to order and welcomed everyone present.
NON-AGENDA ITEMS
Chairman Greer announced that time had been reserved to allow the public to present an item
that was not listed on the Regular Agenda. He requested all persons speaking to limit their remarks
to three minutes.
No items were presented.
APPROVAL OF MINUTES
Chairman Greer requested a motion to approve the minutes.
Motion:
District Commissioner Caster MOVED, SECONDED by District Commissioner Birzenieks
to approve the minutes of the Regular Meeting of August 7, 2000, as presented by the Clerk to the
District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY.
REQUEST FOR WAIVER OF FEES BY THE YAHWEH CENTER
District Commissioner Caster informed the District Board that he had e-mailed the Yahweh
Center to let them know that the waiver would probably be denied because of the agreement with
Island Park Associates.
County Engineer, Wyatt Blanchard, reported that the Yahweh Center plans to construct a
facility adjacent to the new N. C. Department of Transportation facility and the Island Park Industrial
site. Yahweh has requested the District to waive the impact fees totally or partially. After reviewing
the request, Staff recommends denial because the District agreed to a contract with Island Park
Associates to reimburse them up to $137,500 from all water development fees collected from all new
development connecting to the District water system in this area. Due to this agreement and cost
involved, the waiver should not be granted.
Chairman Greer called for a motion.
Motion:
District Commissioner Caster MOVED, SECONDED by Vice-Chairman Howell, to deny

waiving the impact fees for the Yahweh Center as recommended by Staff. Upon vote, the MOTION
CARRIED UNANIMOUSLY.
REQUEST FOR SEWER SERVICE BY THE NORTHSIDE BAPTIST CHURCH
County Engineer, Wyatt Blanchard, reported that a request has been received from the
Northside Baptist Church to allow the Church to connect to the sewer system since an expansion is
being planned for the structure. The District has an active six-inch force main near the southern end
of the Church along Farley Road. The closest gravity sewer is located on the southwest corner of
the Laney High School property, which would require a 2,200 foot extension. The estimated cost
of extending the gravity line is $155,000. The Church is requesting to connect to the force main at
a cost of $35,000.
After a review of the request, Staff recommends approval since there is an existing force main
and the church is seeking to expand. Once the gravity line becomes available, the Church will be
required to switch to the line and pay the cost involved.
Chairman Greer called for a motion.
Motion:
District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Davis
to allow the Northside Baptist Church to connect to the sewer system as requested. Upon vote, the
MOTION CARRIED UNANIMOUSLY.
ADJOURNMENT
Chairman Greer called for a vote to adjourn the meeting.
Motion: District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Caster
to adjourn. Upon vote, the MOTION CARRIED UNANIMOUSLY.
Chairman Greer adjourned the meeting at 12:20 p.m.
