ASSEMBLY
The District Board of Commissioners of the New Hanover County Water and Sewer District
met in Regular Session on Monday, October 2, 2000, at 7:14 p.m. in the Assembly Room of the New
Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: Chairman Robert G. Greer; Vice-Chairman Charles R. Howell;
District Commissioner Buzz Birzenieks; District Commissioner William A. Caster; District
Commissioner Ted Davis, Jr.; County Manager Allen O’Neal; County Attorney Wanda M. Copley;
and Clerk to the District Board, Lucie F. Harrell.
Chairman Greer called the meeting to order and welcomed everyone present.
NON-AGENDA ITEMS
Chairman Greer announced that time had been reserved to allow the public to present an item
that was not listed on the Regular Agenda. He requested all persons speaking to limit their remarks
to three minutes.
Mr. Ben Scott, a resident of Kings Grant, spoke on attending the last meeting of the Water
and Sewer District and asked when the Engineering Department would present a recommendation
for the provision of sewer to the Kings Grant area.
Chairman Greer informed Mr. Scott that the Engineering Department was in the process of
preparing this recommendation and stated this item should be on the October 16, 2000 agenda.
APPROVAL OF MINUTES
Chairman Greer called for a motion to approve the minutes.
Motion:
District Commissioner Caster MOVED, SECONDED by District Commissioner Birzenieks,
to approve the minutes of September 5, 2000, meeting as presented by the District Deputy Clerk and
to approve the minutes of September 18, 2000, meeting as presented by the District Clerk to the
Board. Upon vote, the MOTION CARRIED UNANIMOUSLY.
Discussion followed on the Community Development Block Grant to provide sewer service
to the Rock Hill/Chair Road community and the loan offer by the N. C. Department of Transportation
to participate in the project.
Chairman Greer informed the Board that the grant was not awarded to New Hanover County;
however, a meeting has been scheduled with officials from the N. C. Department of Transportation
on Thursday, October 12, 2000, for Staff Planner Wanda Coston and County Engineer Wyatt
Blanchard to discuss the funding offer. Staff will keep the District Board informed about this project.

ADJOURNMENT
Chairman Greer called for a motion to adjourn.
Motion:
District Commissioner Birzenieks MOVED, SECONDED by District Commissioner
Caster, to adjourn. Upon vote, the MOTION CARRIED UNANIMOUSLY.
Chairman Caster adjourned the meeting at 7:22 p.m.
