WHEREAS, the New Hanover County Sheriff's Office (herein called the "Agency")

has completed an application contract for traffic safety funding; and that the New Hanover County Board

of Commissioners
(herein called the "Governing Body") has thoroughly considered the problem
identified and has reviewed the project as described in the contract;
THEREFORE, NOW BE IT RESOLVED BY THE New Hanover County Board of CommissionerslN OPEN

1. That the project referenced above is in the best interest of the Governing Body and the general public; and
2. That
Robert G. Greer, Chairman
(Name and Title of Representative)
is authorized to file, on behalf of the Governing
Body, an application contract in the form prescribed by the Governor's Highway Safety Program for federal
funding in the amount of $ 88,413.00
(Federal Dollar Request)
to be made to the Governing Body to assist in defraying
the cost of the project described in the contract application; and
3. That the Governing Body has formally appropriated the cash contribution of $ 29,471.00 as
(local Cash Appropriation)
required by the project contract; and
4. That the Project Director designated in the application contract shall furnish or make arrangement for other
appropriate persons to furnish such information, data, documents and reports as required by the contract, if
approved, or as may be required by the Governor's Highway Safety Program; and
5. That certified copies of this resolution be included as part of the contract referenced above; and
6. That this resolution shall take effect immediately upon its adoption.

RESOLUTION
OF THE
BOARD OF COMMISSIONERS
OF
NEW HANOVER COUNTY
WHEREAS, the County has received grant money from the US Department of Homeland
Security (DHS), through the Office of Domestic Preparedness (ODP);
AND WHEREAS, the Sheriff's Office has need of an ANDROS F6A Vehicle (hazardous duty
robot), which is an eligible purchase under the grant;
AND WHEREAS, Budget Amendment #05-0007 has been submitted to rollover unexpended
grant funds from FY 03 -04 to FY04-0 5, which includes appropriation in Account No. 110-433 -4330-
6400:"15 to cover this contract, contract amount of one hundred twenty-five thousand one hundred
eighteen dollars ($125,118.00);
AND WHEREAS, REMOTEC, Inc. has an unique designed robot which is patented, and
REMOTEC, Inc. does not have any product dealers or resellers within the United States;
AND WHEREAS, General Statute 143-129(e) allows an exemption from formal bidding for
purchase contracts when a needed product is available from only one source of supply;
AND WHEREAS, the Sheriff, the Finance Director, and the County Manager recommend
that the contract be awarded to REMOTEC, Inc., the sole source for this robot;
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New
Hanover County that the contract #05-0030 for an ANDROS F6A for the Sheriff's Office be awarded
to REMOTEC, Inc. in the amount of one hundred twenty-five thousaJ;ld one hundred eighteen dollars
($125,118.00); and that the County is hereby authorized and directed to execute the contract,
contract form to be approved by the County Attorney.

New Hanover County Board of Commissioners
Resolution in Support of
Secondary Road Construction Program
WHEREAS, the New Hanover County Board of Commissioners conducted a Public Hearing
on the planned constructiçm of Secondary Roads in New Hanover County on August 2, 2004; and
WHEREAS, presented at the meeting were the North Carolina Department of
Transportation's plans for Secondary Roads to be scheduled for pavement in the near future, said
plans presented in a document published at that meeting and naming the various roads and their
location; and
WHEREAS, the allocation for New Hanover County is estimated to be $18,0000 and was
to include both the residential/subdivision roads, and the rural roads that will serve the citizens of
New Hanover County; and
. WHEREAS, the Public Hearing gave the Commissioners and the citizens of New Hanover
County an opportunity to inquire and have explained to them the particular facets ofthe Secondary
Road Improvements in the County; and
WHEREAS, the Commissioners found the plans satisfactory for the immediate future of
New Hanover County, hoping that progress for road improvement in New Hanover County would
continue to expand;
THEREFORE, the New Hanover County Board of Commissioners, meeting in Regular
Session on this date, does approve the Secondary Roads Construction Program that has been devised
for Fiscal Year 2004-2005 for New Hanover County, and will endeavor to have all roads in New
Hanover County meet the needs of its citizens and visitors.·
