HomeMy WebLinkAbout2000-11-27 Water & Sewer Distri NEW HANOVER COUNTY WATER AND SEWER DISTRICTBOOK 2 REGULAR MEETING, NOVEMBER 27, 2000 PAGE 595 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, November 27, 2000, at 11:21 A.M. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: Chairman Robert G. Greer; District Commissioner Buzz Birzenieks; District Commissioner William A. Caster; District Commissioner Ted Davis, Jr.; County Manager Allen O’Neal; County Attorney, Wanda M. Copley, and Clerk to the District Board, Lucie F. Harrell. Vice-Chairman Charles R. Howell was out of town. NON-AGENDA ITEMS Chairman Greer announced that time had been reserved to allow the public to present an item that was not listed on the Regular Agenda. He requested all persons speaking to limit their remarks to three minutes. Mr. Ben Scott, a resident of Kings Grant, reported when trying to obtain County sewer, the residents were informed that no capacity was available in the City of Wilmington Northside Wastewater Treatment Plant. The residents were also told that it would take approximately three years to add the capacity to the treatment plant and to plan for sewer construction in the Kings Grant area. He asked if the joint meeting with the City scheduled after lunch today was for the purpose of discussing the availability of capacity. Chairman Greer responded that the City and County will be discussing the amount of capacity available and the need to provide sewer to the Kings Grant area and other parts of the County that are in desperate need of sewer. Mr. Scott stated that he was not opposed to extra capacity for Pender County if that county was willing to pay; however, New Hanover County residents should be the first priority when capacity is available because they have waited years to receive County sewer service. District Commissioner Davis assured Mr. Scott that any capacity granted to Pender County would be in excess of the capacity needed in New Hanover County, particularly for Kings Grant and Castle Hayne areas. Chairman Greer stated that Pender County is requesting to be included in the expansion of the Northside Wastewater Treatment Plant. The District Commissioners do not want to remove any sewer capacity from County residents, but if Pender County participates in the project, the wastewater treatment plant could be enlarged to accommodate more people. NEW HANOVER COUNTY WATER AND SEWER DISTRICTBOOK 2 REGULAR MEETING, NOVEMBER 27, 2000 PAGE 596 Mr. Steve Vosnock, a resident Castle Hayne, stated that New Hanover County has already given sewer capacity to Pender County be allocating sewer to Del Labs and increasing capacity to Pender County. Chairman Greer informed Mr. Vosnock that the City of Wilmington was the entity that provided the capacity to Pender County, and New Hanover County charges Pender County for the use of sewer lines. Mr. Vosnock responded that without the sewer lines, the sewer could not be discharged in New Hanover County. Mr. Vosnock requested the District Board to deny Mr. Greer the right to participate in meetings or decisions made regarding the request from Pender County for an initial 1,000,000 gallon per day discharge in treatment plants located in New Hanover County because of his former employment and conflict of interest that occurred when Del Labs was grant sewer capacity. He referenced the number of residents living in New Hanover County who are desperately in need of sewer and stated to accept this request from Pender County would only benefit a few politicians and a few wealthy landowners while denying tax paying residents their right to sewer. In closing, Mr. Vosnock asked if the County Attorney could guarantee the residents of New Hanover County the legality of a decision to approve the 1,000,000 gallon per day discharge requested by Pender County when the residents of New Hanover County have not been served. He stated if this request is approved, the District Board of Commissioners and County Attorney can be assured that a lawsuit will be filed. AWARD OF BID TO COASTAL ELECTRONICS INCORPORATED FOR PURCHASE OF TELEMETRY UNITS Chairman Greer asked if any member of the District Board had a question or comment about the purchase of the telemetry units. After hearing no comments, Chairman Greer requested a motion for approval. Motion: District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Caster, to adopt a resolution awarding the bid to Coastal Electronics, Inc. in the amount of $34,017 for the purchase of six remote telemetry units for the Water and Sewer District. Upon vote, the MOTION CARRIED by a 4 to 0 vote. A copy of the resolution is hereby incorporated as a part of the minutes and is contained in the W&S Exhibit Book II, Page 28.
