HomeMy WebLinkAbout1999-02-01 Water & Sewer District NEW HANOVER COUNTY WATER AND SEWER DISTRICTBOOK 2 REGULAR MEETING, FEBRUARY 1, 1999 PAGE 481 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District held a regular meeting on Monday, February 1, 1999, at 7:42 p.m. in the New Hanover County Courthouse Assembly Room, 24 North Third Street, Wilmington, North Carolina. Members present were District Commissioner Buzz Birzenieks; District Commissioner Ted Davis, Jr; District Commissioner William A. Caster; Vice-Chairman Charles R. Howell; Chairman Robert G. Greer; County Manager, Allen O’Neal; County Attorney, Wanda M. Copley; and Clerk to the District Board, Lucie F. Harrell. Chairman Greer called the meeting to order. NON-AGENDA ITEMS Chairman Greer announced that time had been reserved to allow the public to present an item that was not listed on the Regular Agenda. He requested all persons speaking to limit their remarks to three minutes. No items were presented. APPROVAL OF MINUTES Motion: Vice-Chairman Howell MOVED, SECONDED by District Commissioner Birzenieks to approve the minutes of Regular Meetings of January 4, 1999 and January 19, 1999 as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. ADOPTION OF RESOLUTION TO DISPOSE OF TRAILER MOUNTED SEWER JET AS A TRADE-IN ON THE PURCHASE OF A NEW SEWER JET AND APPROVAL OF ASSOCIATED BUDGET AMENDMENT #99-0081 County Engineer, Wyatt Blanchard, reported that the Aquatech sewer jet was purchased in 1987 and was in need of major repairs. After a review by Staff, the District Board is being requested to dispose of the equipment as a trade-in on the purchase of new equipment. Bids were solicited and Public Works Equipment and Supply Company has offered the highest trade-in amount which resulted in the lowest net purchase amount. He requested the District Board to adopt a resolution to sell the old sewer jet as a trade-in on the purchase of a new sewer jet. Motion: District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Davis to adopt a resolution to authorize the Finance Officer to dispose of the Aquatech Model SJ600E, Serial Number 87600124 as a trade-in on the purchase of a new trailer mounted sewer jet from Public Works Equipment and Supply, Inc. in accordance with the General Statutes and to approve the associated budget amendment. Upon vote, the MOTION CARRIED UNANIMOUSLY. NEW HANOVER COUNTY WATER AND SEWER DISTRICTBOOK 2 REGULAR MEETING, FEBRUARY 1, 1999 PAGE 482 #99-0081 - Water & Sewer Operating/Water & Sewer Engineering DebitCredit Water & Sewer Operating: Sale of Fixed Asset $10,900 Water & Sewer Engineering: Capital Outlay - Equipment $10,900 Purpose: To budget proceeds from sale of equipment as a trade-in sale to be handled as a private sale in accordance with General Statutes. A copy of the resolution is hereby incorporated as a part of the minutes and is contained in W&S Exhibit Book II, Page 25. CONSIDERATION OF AMENDING POLICY CHANGE FOR CONNECTION TO NORTHCHASE INTERCEPTOR County Engineer, Wyatt Blanchard, reported at the last meeting, sewer capacity from the NorthChase Interceptor was discussed. Staff was requested to prepare the following amendment to the existing policy for connection to the NorthChase Interceptor: Amend Second Sub-Paragraph to read as follows: may The developer will pay for the entire system for connections but be reimbursed as additional new development connects. The County will pay for the connection of existing development. Motion: District Commissioner Birzenieks MOVED, SECONDED by Vice-Chairman Howell to approve the amendment as presented. Upon vote, the MOTION CARRIED UNANIMOUSLY. A copy of the amended policy is on file in the Water and Sewer District office. APPROVAL OF BUDGET AMENDMENT #99-26 TO INCREASE BUDGET FOR CONTRIBUTION TO BE MADE BY CONOCO TO PAY FOR EQUIPMENT Chairman Greer requested the Board to approve the budget amendment as presented. Motion: District Commissioner Caster MOVED, SECONDED by District Commissioner Birzenieks to approve the following budget amendment. Upon vote, the MOTION CARRIED UNANIMOUSLY. ADJOURNMENT Motion: District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Caster to adjourn. Chairman Greer adjourned the meeting at 7:57 p.m. Respectfully submitted, Lucie F.
