ASSEMBLY
The District Board of Commissioners of the New Hanover County Water and Sewer District
met in Regular Session on Monday, May 3, 1999, at 10:40 p.m. in the New Hanover County Judicial
Building, Courtroom 317, 116 Princess Street, Wilmington, North Carolina.
Members present were: District Commissioner Buzz Birzenieks; District Commissioner Ted
Davis, Jr.; District Commissioner William A. Caster; Vice-Chairman Charles R. Howell; Chairman
Robert G. Greer; County Manager, Allen O’Neal; County Attorney, Wanda M. Copley; and Clerk
to the Board, Lucie F. Harrell.
Chairman Greer called the meeting to order.
NON-AGENDA ITEMS
Chairman Greer asked if anyone from the public would like to present an item that was not
listed on the Regular Agenda. No items were presented.
APPROVAL OF MINUTES
Motion:
District Commissioner Caster MOVED, SECONDED by District Commissioner Birzenieks
to approve the minutes of the Regular Meeting of April 19, 1999 as presented by the Clerk to the
District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY.
REQUEST FOR ADDITIONAL GENERATORS
County Engineer, Wyatt Blanchard, reported that $650,000 was needed to purchase 19 on-
site generators and 4 portable generators for the pump stations. The District is in the process of
purchasing more generators to handle hurricanes and other emergency events. The action being
requested is to allow staff to proceed with the purchase. All bid awards and final contracts will be
presented to the District Board for approval.
Chairman Greer requested County Engineer Blanchard to explain the new State regulations
regarding the monitoring of pump stations.
County Engineer Blanchard reported as of July 1, 1999, the State will implement new rules
regarding the monitoring of pump stations and the provision of emergency power during outages.
On-site generators or portable generators must be in place. The proposed project will provide
generators for half of the pump stations with the remaining stations being served by portable
generators.
Consensus:
It was the consensus of the District Board to authorize the County Engineer to proceed
with purchasing the generators.

Chairman Greer informed the Board that when the bids are received for the generators and
presented to the District Board, he will request Vice-Chairman Howell to preside over the meeting
since he is affiliated with one of the companies bidding on the project.
ADJOURNMENT
Motion:
District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Caster
to adjourn. Upon vote, the MOTION CARRIED UNANIMOUSLY.
Chairman Greer adjourned the meeting at 10:55 p.m.
