Road(s) Description:
Shire Lane, Friar Street; Geneva Drive, Riva Ridge Road, and
Hyatt Lane in Belmar Forest Subdivision
(Div, File No. 1055-N)
WHEREAS, a petition has beenfiledwith the Board of County Commissioners of the County of New
Hanover requesting that the above describedroad(s), the location of which has been indicated on a map, be
added to the Secondary Road System; and
WHEREAS, the Board of County Commissioners is of the opinion that the above described road(s)
should be added to the Secondary Road System, if the road(s) meets minimum standards and criteria
established by the Division of Highways of the Department ofTransportationfor the addition of roads to the
System.
NOW, THEREFORE, be.it resolved by the Board of Commissioners of the County of New Hanover
that the Division of Highways is hereby requested to review the above described road(s), and to take over the
road(s) for maintenance if they meet established standards and criteria.

RESOLUTION
OF THE
BOARD OF COMMISSIONERS OF NEW HANOVER COUNTY
SUPPORTING APPROVAL
OF
AMENDMENT ONE
ON THE
NOVEMBER 2, 2004
STATEWIDE BALLOT
WHEREAS New Hanover County Board of Commissioners believes that a
strong economy is the best engine for reinvigorating social and educational progress in
North Carolina;
AND WHEREAS self-financing bonds will have a positive impact on creating
new jobs and strengthening the tax base in our communities for public services;
AND WHEREAS these bonds will give local governments flexibility to pursue
multiple types of economic development projects including redevelopment of existing
industrial and Brownfield sites, affordable housing, and community revitalization;
AND WHEREAS North Carolirfa-is-one of only two states in the nation that do
not have this economic development tool;
AND WHEREAS, these bonds can be used throughout the state;

AND WHEREAS, self-financing development bonds have received wide-ranging
hi-partisan support ITom the General Assembly as well as municipal, county and state "'-
government and Governors Holshouser, Martin and Hunt; -"-..
ANÐWHEREAS, North Carolina will have some of the strongest safeguards in
the country to ensure self-financing bonds are used for good purposes;
AND WHEREAS, these self-financing bonds will not require any increases of
tax rates;
AND WHEREAS, these bonds are subject to voter approval of Amendment One
on the November 2, 2004 ballot and deserve rightful consideration by the citizens of the
State;
NOW, THEREFORE, BE IT RESOLVED THAT the New Hanover County
Board of Commissioners supports approval of Amendment One and pledges to educate
and inform its citizens of the state the importance of Amendment One to jobs and
. progress in North Carolina.

PROJECT ORDINANCE
ANDERSON ELEMENTARY SCHOOL/DESIGN OF OGDEN ELEMENTARY SCHOOL
BE IT ORDAINED, by the Board of Commissioners of New Hanover County:
1. New Hanover County (County) is engaged in the Design and Construction
of the Anderson Elementary School and the Design of Ogden Elementary School,
which capital project involves the construction and/or acquisition of capital
assets.
2. County desires to authorize and budget for said project in a project
ordinance adopted pursuant to North Carolina General Statute $159-13.2, such
ordinance to authorize all appropriations necessary for the completion of said
project.
NOW, THEREFORE, WITNESSETH THAT:
1. This project ordinance is adopted pursuant to North Carolina General
Statute $159-13.2.
2. The project undertaken pursuant to this ordinance is the Design and
Construction of Anderson Elementary School and the Design of Ogden Elementary
School Capital Project, which project is herewith authorized.
3. The revenue that will finance said project is:
