RESOLUTION
OF
THE NEW HANOVER COUNTY BOARD OF COMMISSIONERS
IN SUPPORT OF THE PRESENT SYSTEM OF
ALCOHOLIC BEVERAGE CONTROL
WHEREAS, the people of New Hanover County voted to permit the sale of spirituous liquor through
the establishment of the New Hanover County ABC Board, which is a part of the State's control
system for the sale of spirituous liquors; and
WHEREAS, the New Hanover County ABC Board makes spirituous liquor available to consumers
through local ABC stores while curtailing the inteþ1perate use of alcohol through control over the
distribution, sale and advertisement of spirits; and
WHEREAS, the New Hanover County ABC Board generates substantial revenue for the general
fund(s) for New Hanover County and the municipalities and contributes substantial funds for alcohol
education and rehabilitation, and alcohol law enforcement; and
WHEREAS, the North Carolina General Assembly recently created the Legislative Alcoholic
Beverage Control Study Commission (ratified Senate Bill 166) which is required to study and address,
among other things, the benefits of a "control" system and a "license" system for spirituous liquor,
including privatization of alcoholic beverage sales.
NOW THEREFORE, BE IT RESOLVED THAT the New Hanover County Board of
Commissioners supports the present control system for the sale and distribution of spirituous liquor
and desires to retain the New Hanover County ABC Board.

WHEREAS, after due advertisement, bids were received and publicly opened by the Finance
Department at 12:00 noon on the 13th day of February, 2002, at the County Administration Building, 320
Chestnut Street, Wilmington, North Carolina, and the following bids were received for library furniture,
Bid # 02-0261:

AND WHEREAS, the Project Engineer, the Library Department, the Finance Director and the
County Manager recommend that the contract be awarded to Carswell Business Systems, Wilmington,
North Carolina, the lowest responsible bidder, in the amount of one hundred seventy-six thousand seven
hundred eighty-five dollars and eighty-eight cents ($176,785.88);
AND WHEREAS, funds have been previously appropriated and are now in Account No:
375-410-3752-7300-6000 #LIBRY09G to cover this contract;
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New
Hanover County that the contract for library furniture for the Library renovation, Bid # 02-0261 be
awarded to Carswell Business Systems in the amount of one hundred seventy-six thousand seven hundred
eighty- five dollars and eighty-eight cents ($176,785.88); and that the County Manager is hereby authorized
and directed to execute the contract, contract form to be approved by the County Attorney.

RESOLUTION
OF
THE NEW HANOVER COUNTY BOARD OF COMMISSIONERS
WHEREAS, in 1947 Wilmington College was fonned as a two-year program and part of the New
Hanover County Board of Education; and
WHEREAS, this information was approved by a vote ofthe citizens of New Hanover County; and
WHEREAS, Wilmington College was established in the former Isaac Bear Elementary School Building
at Thirteenth and Market Streets in Wilmington, N. c., which was demolished many years ago; and
WHEREAS, in 1959 Wilmington College became part of the Community College System and later
progressed to a four-year program, and in 1969 joined the North Carolina University System earning the
distinction of being the only county sponsored college to join the State University System; and
WHEREAS, the Wilmington College Chapter of the University of North Carolina at Wilmington Alumni
Association wishes to petition the State Department of Archives and History to place a historic marker at
Thirteenth and Market Streets acknowledging the founding location of Wilmington College, the forerunner
to the University of North Carolina at Wilmington;
NOW, THEREFORE, BE IT RESOLVED that the New Hanover County Board of Commissioners both
support and endorse placing a historic marker at Thirteenth and Market Street, Wilmington, N. C.
