REQUEST FOR ADDITION TO STATE MAINTAINED SECONDARY ROAD SYSTEM

Road(s) Description:
Roads in Greenbriar South Subdivisions (Div. File l014-N)
WHEREAS, the attached petition has been filed with the Board of County Commissioners of the County of
New Hanover requesting that the above described road(s), the location of which has been indicated in red on the
attached map, be added to the Secondary Road System; and
WHEREAS. the Board of County Commissioners is of the opinion that the above described road(s) should
be added to the Secondary Road System, if the road(s) meets minimum standards and criteria established by the
Division of Highways of the Department of Transportation for the addition of roads to the System.
NOW, THEREFORE, be it resolved by the Board of Commissioners of the County of New Hanover that the
Division of Highways is hereby requested to review the above described road(s), and to take over the road(s) for
maintenance if they meet established standards and criteria.

WHEREAS, the attached petition has beenjìled with the Board of County Commissioners of the County of
New Hanover requesting that the above described road(s). the location of which has been indicated in red on the

RESOLUTION
OF THE
BOARD OF COMMISSIONERS
OF
NEW HANOVER COUNTY
WHEREAS, New Hanover County owns and operates a Waste-to-Energy Facility,
W ASTEC, for the combustion of municipal solid waste and the generation of electricity
from the energy of that waste;
AND WHEREAS, it is the desire of the Board of Commissioners and staff to improve the
operation and efficiency of the WASTEC Facility, .
AND WHEREAS, improvement in operation and efficiency of W ASTEC reduces the
amount of waste that must be placed in a landfill;
AND WHEREAS, an increase in waste incinerated contributes to an enhancement in
electrical revenues,
AND WHEREAS, the incineration of waste construction and demolition materials does
not contribute to an improvement of the operation or efficiency ofthe W ASTEC Facility;
AND WHEREAS, construction and demolition waste may contain materials that are not
desirable to be placed into a municipal waste combustor;
AND WHEREAS, those materials may include, but not be limited to; asphalt shingles,
roofing materials, wallboard, sheetrock, concrete, bricks, asphalt, large lumber, plywood,
metal strapping, banding materials, conduit, polyvinyl chloride pipe, appliances, metal
siding, wire, carpet, furniture, and other similar products,
AND WHEREAS, the incineration of certain construction and demolition waste materials
such as shingles and wallboard or sheetrock create emission by-products that must be
controlled by pollution control equipment;
AND WHEREAS, when construction and demolition waste materials are delivered to the
W ASTEC Facility, they must be separated from the desirable combustible waste and
delivered to the landfill at an additional cost to the citizens of New Hanover County or
cause operational problems and loss of efficiency if placed in the waste combustion units;
AND WHEREAS, the New Hanover County Landfill operates Monday through Friday
between the hours of seven o'clock A.M. and four-thirty P.M. and on Saturday from eight
o'clock A.M. until eleven thirty A.M., and a majority of the nationally recognized
holidays to receive construction and demolition waste;

NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of New
Hanover County that the disposal of wholesale loads of construction and demolition
waste be prohibited at the W ASTEC Facility unless authorized by the New Hanover
County Manager or his designee.

PROCLAMATION
WHEREAS, protecting life and ensuring safety are important responsibilities oflocal
government, and
WHEREAS, the ability of all persons to quickly summon help in an emergency is essential to a
community's well-being, and
WHEREAS, the safety of our law enforcement officers and firefighters is dependent on the
quality and accuracy of information obtained ITom citizens who telephone the New Hanover
County 911 Center, and
WHEREAS, Public Safety Dispatchers are the first and most critical contact our citizens have
with emergency services, and
WHEREAS, lives in our community have been saved by compassionate, understanding, and
professional emergency service dispatch workers,
NOW, THEREFORE BE IT RESOLVED, that the New Hanover County Board of
Commissioners does hereby declare the week of April 14-20, 2002, to be National
Telecommunicator's Week in New Hanover County, in honor of the men and women whose
diligence and professionalism keep our community safe.

WHEREA.S, New Hanover County recognizes the importance and special quality
of our coastal environment to our community; and our responsibility for the
preservation, protection, and enhancement of our natural resources as stewards for
future generations; and
WHEREAS, New Hanover County has a d,S'ion of and commitment to the quality
of life and the future of our community; and
\<VHEREi\S, New Hanover County desires to ensure sustainable communities,
providing for the needs of the present without compromising our ability to meet the
needs of future generations; and
WHEREAS, the celebration of Earth Day will further these objectives by
increasing awareness and appreciation of our natural resources; and
WHEREAS, the Earth Day.2002 activities and c,,:ents will educate all citizens on
the importance of acting in an environmentally sensitive manner by protecting water
quality, recycling, conserving energy and water, using efficient transportation, green
gardening and lawn care, and adopting a more ecologically sound and sustainable
lifestyle;
NOW, THEREFORE, BE IT RESOLVED THAT THE BOARD Of COUNTY
COMMISSIONERS Of NEW HANOVER COUNTY DOES HEREBY OfFICIALLY PROClAIM
SUNDAY, APRIL 21, 2002 AS EARTH DAY AND THAT DAY SHALL BE SET ASIDE FOR A
PUBLIC FESTIVAL.
