HELD ON WEDNESDAY, JUNE 19, 2002
ASSEMBLY
The New Hanover County Board of Commissioners continued the meeting of June 17, 2002, on Wednesday,
June 19, 2002, at 5:30 p.m. in Room 501 of the New Hanover County Administration Building, 320 Chestnut Street,
Wilmington, North Carolina.
Members present were: Chairman Ted Davis, Jr.; Vice-Chairman Robert G. Greer; Commissioner Julia
Boseman; Commissioner William A. Caster; Commissioner Nancy H. Pritchett; County Manager, Allen O’Neal;
County Attorney, Wanda M. Copley; and Clerk to the Board, Lucie F. Harrell.
Chairman Davis called the continued meeting of June 17, 2002, back to order and requested a motion to
convene to Closed Session pursuant to N.C.G.S. 143-318.11(a)(5) to discuss the potential purchase of real property.
Motion:
Commissioner Pritchett MOVED, SECONDED by Vice-Chairman Greer, to convene to Closed Session for
the stated purpose. Upon vote, the MOTION CARRIED UNANIMOUSLY.
Chairman Davis convened from Regular Session at 5:35 p.m.
Chairman Davis reconvened to Regular Session at 5:55 p.m.
Chairman Davis reported that during the Closed Session discussion was held on the purchase of real estate
with no official action taken. He asked if any member of the Board would like to make a motion in regard to the matter
discussed about purchasing property at Market Street Mall.
Motion:
Commissioner Boseman MOVED, SECONDED by Vice-Chairman Greer to direct Staff to move forward with
negotiating a Buy and Sell Agreement with Corning, Inc. for the purchase of real and personal property located at
Market Place Mall to house employees in the Annex Administration Building. Upon vote, the MOTION CARRIED
UNANIMOUSLY.
INVITATION TO ATTEND A MEETING AT CAROLINA BEACH TO DISCUSS LEGISLATION
REGARDING THE ADDITIONAL 3 PERCENT ROOM OCCUPANCY TAX TO BE USED TO PROMOTE
TOURISM AND TOURISM RELATED ISSUES
Chairman Davis advised that Mayor Ray Rothrock of Carolina Beach had contacted him about attending a
meeting at the Carolina Beach Town Hall on Tuesday, June 25, 2002, from 4:00 p.m. to 5:00 p.m. to discuss the bills
introduced by Representatives Danny McComas and Thomas Wright regarding an additional 3 percent Room
Occupancy Tax. He noted that since Commissioner Boseman was the Board’s representative on the Cape Fear Coast
Convention and Visitors Bureau (CVB), he felt it would be appropriate for her to attend the meeting.
Commissioner Boseman advised that she would be glad to attend the meeting; however, the CVB would like
for all parties involved to meet and work out the details in the two bills. Representatives McComas and Wright would
like for the Board of County Commissioners to support the bills and to assist with passage of the legislation by the N.
C. General Assembly. The CVB Board of Directors is not opposed to the legislation, but the Directors would like to
see if the two bills can be combined into one bill.
After further discussion of the need to have additional information on the proposed bills, Commissioner
Boseman advised that she would attend the June 25, 2002 meeting and report back to the Board.
ADJOURNMENT
Hearing no further comments, Chairman Davis called for a motion to adjourn.
Motion:
Commissioner Caster MOVED, SECONDED by Commissioner Pritchett to adjourn the continued meeting
of June 17, 2002. Upon vote, the MOTION CARRIED UNANIMOUSLY.
Chairman Davis adjourned the meeting at 6:05 p.m.
