PROJECT ORDINANCE'
PUBLIC SCHOOL BUILDING CAPITAL FUND CAPITAL PROJECT
BE IT ORDAINED, by the Board of Commissioners of New Hanover
County:
1. New HaDover County (Çounty) is engáged in the Construction
of the Public School Building Capital Fund Capital Project, which
capital project involves the construction and/or acquisition of
capital assets.
2. County' desires to authorize and budget for said project in
a prop ectordinance adopted pursuant.. to North Carolina General
Statute. $159-13.2, such ordinance to authorize all appropriations
necessary for the completion of said project.
NOW, THEREFORE, WITNESSETH THAT:
1. This project ordinance is adopted pursuant -to North
Carolina General Statute $159-13.2.
2. The project undertaken pursuant to this ordinanc~ is the
Construction of the Public School Building'Capital Fund Capital
Project, which projec¿ is herewith authorized.
3. The revenue that will finance said project is:

Road(s) Description:
Corum Lane in West Bay Estates Subdivision (File l006-N)
WHEREAS, the attached petition has been filed with the Board of County Commissioners of the County of
New Hanover requesting that the above described road(s), the location of which has been indicated in red on the
attached map, be added to the Secondary Road System; and
WHEREAS, .the Board of County Commissioners is of the opinion that the above described road(s) should
be added to the Secondary Road System, if the road(s) meets minimum standards and criteria established by the
Division of Highways of the Department of Transportation for the addition of roads to the System.
NOW, THEREFORE, be it resolved by the Board of Commissioners of the County of New Hanover that the
Division of Highways is hereby requested to review the above described road(s), and to take over the road(s) for
maintenance if they meet established standards and criteria.

RESOLUTION
OF
THE NEW HANOVER COUNTY
BOARD OF C0MMISSIONERS
· WHEREAS, wind contour drawings included in the International Residential Code. show that
approximately 55 percent of New Hanover County should reside in the proposed 130mile-per-hour
wind zone and the remainder of the County should reside in the proposed 120 mile-per-hour wind
zone;
· WHEREAS, proposed changes to the North Carolina Building Code concenúng construction
standards to meet minimum wind speeds of 130 miles per hour for all of New Hanover County do not
presently reflect actual wind speeds and could significantly and unnecessarily increase the cost of '
affordable housing in the County;
. WHEREAS, wind speeds during hurricanes that have struck New Hanover County have decreased
significantly as the hurricanes move through the County away ITom the ocean;
· WHEREAS, North Carolina's building code regulations necessary for building homes in New
Hanover County should accurately reflect actual wind conditions in the County;
· WHEREAS, every individual or family living in New Hanover County should be afforded fair and
equal opportunity to purchase a new home, and
· WHEREAS, the Wilmington-Cape Fear Home Builders Association and the Cape Fear home
building industry strive to provide safe, affordable housing for all New Hanover County residents;
. WHEREAS, this Board does not believe it is advisable to make changes to the proposed wind zones
in the proposed International Residential Code which could further increase the cost of affordable
housing in New Hanover County,
NOW, THEREFORE, the New Hanover County Board of Commissioners resolves on this 19th day of
February, 2001, that the Residential Committee of the North Carolina Building Code Council
recommend to the full North Carolina Building Code Council that the wind zone in which New
Hanover County is currently proposed to lie be redrawn to such dimensions as to more accurately
reflect the wind contours defined in the proposed hrternational Residential Code and proposed by the'
Wilmington-Cape Fear Home Builders Association.
