HomeMy WebLinkAbout2002-12-23 Special Meeting NEW HANOVER COUNTY BOARD OF COMMISSIONERSBOOK 29 MINUTES OF SPECIAL MEETING, DECEMBER 23, 2002PAGE 443 ASSEMBLY The New Hanover County Board of Commissioners held a Special Meeting on Monday, December 23, 2002, at 9:00 a.m. in Room 501 of the County Administration Building, 320 Chestnut Street, Wilmington, North Carolina. Members present were: Chairman Ted Davis, Jr.; Vice-Chairman Robert G. Greer; Commissioner Julia Boseman; Commissioner William A. Caster; Commissioner Nancy H. Pritchett; County Manager, Allen O’Neal; County Attorney, Wanda M. Copley; and Clerk to the Board, Lucie F. Harrell. Others present were: Deputy County Manager Andrew J. Atkinson; Assistant County Manager Dave Weaver; Assistant County Manager Patricia A. Melvin; and Finance Director Bruce Shell. Chairman Davis called the meeting to order and requested a motion to convene to Closed Session to discuss the purchase of real property pursuant to N.C.G.S. 143-318.11(5). Motion: Vice-Chairman Greer MOVED, SECONDED by Commissioner Boseman, to convene to Closed Session for the stated purpose. Upon vote, the MOTION CARRIED UNANIMOUSLY. Chairman Davis convened to Closed Session at 9:05 a.m. Chairman Davis reconvened to Regular Session at 11:16 a.m. Chairman Davis advised that during the Closed Session the Board discussed the potential to purchase real property and stated that no action was taken, but Staff was authorized to proceed with negotiating a Buy and Sell Agreement. Chairman Davis also noted that since the County was required by law to advertise the purpose of Special Meeting for discussion of acquiring property, the press contacted the County Attorney and inquired as to location and owner of the property. The County Attorney had to disclose this information pursuant to the Boney Publishing v. Burlington case. Mr. David Swain was notified and he is prepared to respond to the press. Chairman Davis asked if any member of the Board or Staff would like to present another item. County Manager O’Neal reported that the First Flight Centennial Flag has been received from the First Flight Centennial Commission, and he suggested sending the flag to the Cape Fear Museum for display in the flag exhibit. Consensus: After discussion, it was the consensus of the Board to authorize the County Manager to place the First Flight Centennial Flag in the flag exhibit at the Cape Fear Museum. Hearing no further comments, Chairman Davis called for a motion to adjourn the meeting. Motion: Vice-Chairman Greer MOVED, SECONDED by Commissioner Pritchett, to adjourn. Upon vote, the MOTION CARRIED UNANIMOUSLY. Chairman Davis adjourned the meeting at 11:20 a.m. Respectfully submitted, Lucie F. Harrell Clerk to the Board
