2001-04-02 RM Exhibits26.26.1 CHILD ABUSE PREVENTION MONTH APRIL 2001 BY THE NEW HANOVER COUNTY BOARD OF COMMISSIONERS A PROCLAMATION WHEREAS, Child Abuse continues at near record levels across our Nation and our State, and WHEREAS, April 2001 has been proclaimed Child Abuse Prevention Month in North Carolina, and WHEREAS, beyond the family unit, the effects of Child Abuse are most immediately felt in neighborhoods and communities, and WHEREAS, Child Abuse, like other crimes and social problems, destroys the tranquility of families, neighborhoods and communities and robs children of their childhoods and neighborhoods of their vitality, and WHEREAS, the family unit is the building block of the community, and healthy families make healthy communities, and WHEREAS, the most effective solutions are local solutions and there are within our community, professionals of all disciplines and volunteers from all walks of life dedicated to the amelioration of effects of child abuse, NOW, THEREFORE BE IT RESOLVED THAT the New Hanover County Board of Commissioners proclaim the month of April 20011 CHILD ABUSE PREVENTION MONTH, and BE IT FURTHER RESOLVED THAT the Board of County Commissioners pledge themselves· and ask our citizens, public and private, professional and volunteer, to redouble their efforts to . obliterate the social problem of child abuse from our families, our neighborhoods and our community. Harrell, Clerk to the Board ~aOO~ 26.26.2 NEW HANOVER COUNTY BOARD OF CONIMISSIONERS PROCLAMATION LITTER SWEEP 2001 WHEREAS, New Hanover County supports the North Carolina Department of Transportation's àïinual statewide spring roadside cleanup to ensure clean roadsides in the County; and , , WHEREAS, the spring 200I "Litter Sweep" will take place April 16-30 2001, and encòurages local business, civic and professional groups, churches, schools and concerned individuals to organize cleanups in their neighborhoods or adopted roadway; and ' WHEREAS, the cleanup will increase awareness of the need for cleaner roadsides, emphasize the importance of not littering, and encourage recycling of solid wastes; and WHEREAS, the "Litter Sweep" cleanup will be a part of educating the children of New Hanover Cou,nty regarding the importance of a clean environment to the quality of life; and WHEREAS, the natural beauty òf our comity and a clean environment are a source of great pride for all, attracting tourists and aiding in recruiting new industries; and WHEREAS the 2001 spring cleanup will acknowledge the 13th Anniversary of the North C3!0lina Adopt-A-Highway program and its thousands of volunteers who labor throughout the year to keep' our roadsides clean;' ' , .', " ' , ' ' NOW, THEREFORE, the New Hanover County Board ofCommissioriersproclaims April 16- 30,' ,', 2001, as "LITTER SWEEP" in New Hanover County and encourages all citizens to'take an active role in making the community clean and beautifuL Adopted this the 2nd day of April, 200 I 1d {)jlu_'(\., Ted Davis, ~1z::.an ri)~>,,/ yvi~~~ ~bF. Harrell, Clerk to the Board 26.26.3 PROCLAMATION BY THE NEW HANOVER COUNTY BOARD OF COMMISSIONERS WHEREAS, emergencies may occur at anytime that require law enforcement, fire or emergency medical service, and WHEREAS, when an emergency occurs, the prompt response of police, firefighters and paramedics is critical to the protection oflife and preservation of property, and WHEREAS, the safety of our law enforcement officers and firefighters is dependent on the quality and accuracy of information obtained rrom citizens who telephone the New Hanover County 911 Center, and WHEREAS, Public Safety Dispatchers are the first and most critical contact our citizens have with emergency services, and WHEREAS, Telecommunicators have contributed substantially to the apprehension of criminals, suppression of fires and treatment of emergency medical patients, and WHEREAS, each dispatcher has exhibited compassion, understanding and professionalism during the performance of their very high stress jobs in the past year; NOW, THEREFORE BE IT RESOLVED, that the New Hanover County Board of Commissioners does hereby declare the week of April 8 2001 to be National Telecommunicators Week in New Hanover County, in honor of the men and women whose diligence and professionalism keep our community safe. THE BOARD OF COMMISSIONERS OF NEW HANOVER COUNTY DOTH ORDAIN: Section 1. That the Wilmington-New Hanover Comprehensive Land Use Plan, update Policy 4.8 adopted on September 7, 1999 be modified with additional language in bold, and the same is hereby further amended as follows: 4.8 Allow the development of marinas, dry stack storage, and moorings as a means of providing public access to the extent that their development shall not adversely effect estuarine resources or public trust waters. · Marinas shall not be allowed in Primary Nursery Areas (PNA), Outstanding Resource Waters (ORW), or open Shellfishing Waters (SA), except within the unincorporated County where this limitation applies only to Commercial Marinas. · Moorings and mooring fields shall not be allowed where they may have an adverse effect on navigation channels. · Pumpout facilities shall be required for existing marinas which have boats containing enclosed heads, except within the unincorporated County where this requirement applies only to Commercial Marinas. Section 2. Any order or any part of any order in conflict with this order, to the extent of such conflict, is hereby repealed. Section 3. This order is adopted in the interest of public health, safety, morals and general welfare of the inhabitants of the County of New Hanover, North Carolina, and shall be in full force and effect from and after its adoption Adopted this 2nd day of April 2001. td, ~'0, 1 Ted 6~ Jr. Chairman Board of County Commissioners Attest: ()2~~~~-, \... ~ to the Board 26.26.5a STATE OF NORTH CAROLINA COUNTY OF NEW HANOVER BEFORE THE BOARD OF COUNTY COMMISSIONERS IN THE MATTER OF NAMING AN UNNAMED ROAD TO Strick's Trading Post ORDINANCE It appearing to the Board of County Commissioners of New Hanover County that consideration has been given to the naming of Strick's Trading Post located in the 4600 block of Castle Hayne Road or 800 feet north of Crowatan Road, east side, recorded in Map 'Book 2, Page 117 (Castle Gardens) of the New Hanover County Registry and it further appearing that a public hearing was held on Monday, April 2, 2001, .at which time all persons were heard on the question of whether or not the naming would be in the public interest; and it further appearing that notice of said hearing was t'ransmitted to all resident owners and prominently posted in at least two{2) locations along said road, and published in the Star News local newspaper, and the Board of· County Commissioners is of the opinion that said road in New Hanover County should be named and the naming of same is in the public interest, the description of which is delineated on the attached exhibit. NOW, THEREFORE, IT IS ORDAINED AND DECREED that the above described private road is hereby named Strick's Trading Post. IT IS FURTHER ORDERED that a copy of this ordinance be recorded in the office of the Register of Deeds of New Hanover County, North Carolina, and that notice of the action taken by the Board of County Commissioners be transmitted to the postmaster having jurisdiction over the road, the North Carolina Board of Transportation and to any city within five (5) miles of said road in accordance with N.C. WHEREAS, ready and accurate identification of developed property is important for the delivery of general County services, for the operation of commercial enterprises, for the response of emergency and public safety vehicles, and for the convenience óf the general public; and WHEREAS, a comprehensive and systematic property numbering system is an efficient means of identifying property within the County; and WHEREAS, such a system will promote the health, safety, and welfare of the citizens of New Hanover County. THEREFORE, it further appearing that a public hearing was held on the 2nd day of April, 2001, at which time all persons were heard on the question of whether or not assigning house numbers would be in the public interest, and it further appearing that notice of said hearing was prominently posted in at least two (2) locations along said street, that notice of the time, place and subject matter of the hearing was prominently posted at the County Courthouse, and published in a newspaper of general circulation in the County. NOW, THEREFORE, it is ordained and decreed that the above House Number Assignment be made. It is further ordered that a copy of this ordinance be transmitted to the postmaster having jurisdiction over the road, to the Board of Transportation, Sheriff's 911 dispatcher and to any city within five miles of said road in accordance with N.C.
