HomeMy WebLinkAbout2004-10-18 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 3 REGULAR MEETING, OCTOBER 18, 2004 PAGE 95 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, October 18, 2004, at 11:15 a.m. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: District Chairman William A. Caster; District Commissioner Julia Boseman; District Commissioner Ted Davis, Jr.; District Commissioner Nancy H. Pritchett; County Manager Allen O’Neal; Assistant County Attorney, Holt Moore; and Clerk to the District Board, Sheila L. Schult. District Vice-Chairman Robert G. Greer was absent. District Chairman Caster called the meeting to order. NON-AGENDA ITEMS District Chairman Caster announced that time had been reserved for anyone from the public to present an item that was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes. Mark Cope, a New Hanover County resident, spoke on his concerns about the unfinished sewer projects in the County. APPROVAL OF MINUTES District Chairman Caster called for a motion to approve the minutes of the regular meeting held on October 4, 2004, as presented by the Clerk to the District Board. Motion : District Commissioner Pritchett MOVED, SECONDED by District Commissioner Boseman, to approve the minutes of the regular meeting held on October 4, 2004, as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED 4 to 0. CONSIDERATION OF PLAT CERTIFICATE LANGUAGE FOR PUBLIC DEDICATIONS FOR WATER AND/OR SEWER County Engineer Greg Thompson reported that by recording of final subdivision plats, developers offer by dedication open spaces, easements, streets, and roads for designated public purposes. However, N.C.G.S. §136-96 allows developers to later withdraw such dedications as "abandoned" if the streets or roads are not built within fifteen years after dedication. The dedications are essential for speedy and cost efficient construction and operation of the public water and sewer systems. To avoid the abandonment difficulty staff proposes a public acceptance of the open spaces, easements, streets, and roads for water and sewer at the time of plat recording at the New Hanover County Registry. To wait until actual water and sewer construction is underway would jeopardize the easement rights due to possible withdrawal. Staff recommends the Board approve the proposed language to be added to the certificates on the subdivision plats. Motion : District Commissioner Boseman MOVED, SECONDED by District Commissioner Pritchett, to approved the certificate language and authorize the County Engineer to accept public dedications for water and/or sewer purposes at the time of final plat recordation. Upon vote, the MOTION CARRIED 4 TO 0. CONSIDERATION OF AWARD OF BID FOR OBSERVATION AND PRODUCTION WELLS County Engineer Greg Thompson reported that as directed by the Board of Commissioners on September 7, 2004, staff advertised and received bids for the construction of two 12-inch production wells, three monitoring wells, and for the pumping test of the Pee Dee Aquifer. The apparent low bidder for this project was Cayton's Well Drilling and Pumping Service, Inc. in the amount of $153,780. Staff recommends that the Board award the project to Cayton’s Well Drilling and Pumping Service, Inc. in the amount of $153,780, approve the associated budget amendment #2005- NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 3 REGULAR MEETING, OCTOBER 18, 2004 PAGE 96 16 in the amount of $168,780, which includes a 10% contingency, and authorize the Chairman of the Water and Sewer District to execute the contract. Motion : District Commissioner Pritchett MOVED, SECONDED by District Commissioner Boseman, to award the contract to Cayton’s Well Drilling and Pumping Service, Inc. in the amount of $153,780 for the construction of two 12-inch production wells, three monitoring wells, and for the pumping test of the Pee Dee Aquifer; approve the associated budget amendment #2005-16 in the amount of $168,780 which includes a 10% contingency; and authorize the Chairman of the Water and Sewer District to execute the contract. Upon vote, the MOTION CARRIED 4 TO 0. Budget Amendment - #2005-16 Well Field/Water-Sewer Operating Adjustment Debit Credit Well Field: Transfer in from Fund 800$168,780 Extended Project Expense$168,780 Water/Sewer Operating: Appropriate Fund Balance$168,780 Transfer to Capital Project$168,780 Explanation: To budget transfer from Fund 800 to Well Field Capital Project for contract with Cayton Well Drilling plus a 10% contingency. ADJOURNMENT District Chairman Caster called for a motion to adjourn the meeting. Motion : District Commissioner Boseman MOVED, SECONDED by District Chairman Caster, to adjourn the meeting.
