2004-11-08 Water & Sewer District NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 3 REGULAR MEETING, NOVEMBER 8, 2004 PAGE 97 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, November 8, 2004, at 8:40 p.m. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: District Chairman William A. Caster; District Vice-Chairman Robert G. Greer; District Commissioner Julia Boseman; District Commissioner Ted Davis, Jr.; District Commissioner Nancy H. Pritchett; County Manager Allen O’Neal; County Attorney, Wanda Copley; and Clerk to the District Board, Sheila L. Schult. District Chairman Caster called the meeting to order. NON-AGENDA ITEMS District Chairman Caster announced that time had been reserved for anyone from the public to present an item that was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes. Mr. Fred Ehrenfeld stated that he owns three rental properties in New Hanover County and is having a problem with tenants vacating, leaving no forwarding address and the County holds him responsible for paying the water and sewer bill for the property. Commissioner Caster requested County Engineer Greg Thompson to get in touch with Mr. Ehrenfeld to discuss the problem. CONSIDERATION OF CASTLE HAYNE SEWER EXTENSION County Engineer Greg Thompson reported that Mr. Jay Hudson has requested sewer service for property located in the Castle Hayne area of NewHanover County. Mr. Hudson has proposed to construct, at his expense, approximately 2,600 linear feet of gravity sewer and a sewer lift station and force main to serve the sewer extension. Currently, Mr. Hudson has requested the District to accept 15,000 gallons per day of sewer flow and intends to request additional flow after completion of the Northside Wastewater Treatment Plant expansion. The treatment plant is currently above 90% capacity. The actual flow in the plant fluctuates over time and can rise or fall as much as 5%. The Kings Grant and Brookfield sewer projects are in progress and will reduce the available capacity once these projects are completed and activated. Any additional projects that would impact plant capacity must be reviewed and assessed on a case-by-case basis. The sewer expansion currently proposed by Mr. Hudson is expected to generate interest in connection to the County's sewer system. At this time, there is not sufficient capacity to allow this proposed extension to be utilized to its full potential. Sewer connections would need to be restricted to protect the operation of the treatment plant. Staff recommends approval of Mr. Hudson's proposal with the restriction that no other connection be allowed in the Castle Hayne area until the Northside Wastewater Treatment Plant expansion is complete and capacity is available. Exceptions would be grantedfor issues of public health and safety only. Commissioner Davis clarified with County Engineer Thompson that the proposed project would not jeopardize the sewer flow from Kings Grant or Brookfield projects. Upon vote, the MOTION CARRIED 4 to 1. District Commissioner Boseman voted in opposition. CONSIDERATION OF REVISIONS TO THE WASTE LIMITS County Engineer Greg Thompson reported that in accordance with the Interlocal Agreement between New Hanover County and the City of Wilmington, the waste limits established within the County's Ordinance should be as stringent as that of the City. Staff recommends the following limits be approved to match the City's established limits. Upon vote, the MOTION CARRIED UNANIMOUSLY. ADJOURNMENT District Chairman Caster called for a motion to adjourn the meeting.
