", ~ RESOLUTION OF THE BOARD OF COMMISSIONERS OF NEW HANOVER COUNTY WHEREAS, G.S. 143-129(g) allows local governments to buy off of another government's contract if the vendor is willing to provide the item at the same or better price; AND WHEREAS, the Town of Selma, North Carolina formally bid a fire truck and awarded the bid to Triad Fire, Inc. on November 14,2000 in the amount of $300,857 to secure the fire truck; AND WHEREAS, Triad Fire, Inc. has agreed to extend the same pricing to New Hanover County and to delete unit options that are not needed on our unit, bringing New Hanover County's total purchase price to two hundred sixty-three thousand five hundred forty-two dollars ($263,542.00); . AND WHEREAS, funds have been previously appropriated and are now in Account No. 130-436-4340-5000-6450 to cover this contract; NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of New Hanover County that the contract for a Fire Truck for the Fire Services Department, . contract # 02-0101 be awarded to Triad Fire, Inc. in the amount of two hundred sixty-three thousand five hundred forty-two dollars ($263,542.00); and that the County is hereby authorized and directed to execute the contract, contract form to be approved by the County Attorney. (SEAL) 1iI:rmg~ £l~ Cornmissione~ eX 7. to, 3 RESOLUTION SETTING.PUBLIC HEARING ON THE PROPOSED INSTALLMENT FINANCING OF VARIOUS COUNTY FACILITIES AND AUTHORIZING THE FILING OF AN APPLICATION WITH THE LOCAL GOVERNMENT OF NORTH CAROLINA FOR APPROVAL OF SUCH INST ALLMENT FINANCING WHEREAS, the New Hanover County Board of Commissioners desires to hold a public hearing in connection with the installment financing by the County of jail, law enforcement, parking and library facilities to be located in the county; and WHEREAS, the County is required to file an application with the Local Government Commission of North Carolina (the "LGC") requesting approval of the transactions contemplated by the proposed installment financing of such facilities; NOW, THEREFORE, BE IT RESOLVED by the New Hanover County Board of Commissioners as follows: 1. That a public hearing addressing the proposed installment financing of jail, law enforcement, parking and library facilities in the County shall be held on the 17th day of September, at 9:00 a.m. in Room 301 of the New Hanover County Courthouse located at 24 North Third Street, Room 301, Wilmington, North Carolina 28401. 2. That the Clerk to the Board is hereby directed to cause a notice of such hearing to be published in a qualified newspaper no fewer than ten (10) days prior to such public hearing. 3. WHEREAS, it is tl1e objective, spirit and intent' of tl1e Community Development Block Grant (CDBG) ,Program to achieve tl1e revitalization of neighborhoods through improvements of housing conditions for low and moderate income citizens; and WHEREAS, the acquisition, rehabilitation, demolition or providing replacement housing cannot be accomplished witl10ut permanently and/or temporarily displacing persons from their properties; WHEREAS, it is often undesirable to permanently or temporarily displace residents from their properties, change their status from homeowners,to tenants, or increase their financial burden for housing costs; and WHEREAS, Section 105(a) (11) of tl1e 'Housing andComriumity Development Act of 1974, as amended, permits a CDBG grantee to design and administer an "Optional Cover'!ge" relocàtion program -which can provide benefits to owners of dilapidated units which are subject to removal through local code enforcement activities (witl1out realprqperty acquisition), voluntary demolition or provide assistance to residents that are temporarily displaced from their properties; and WHEREAS,such relocation benefits must be utilized by the qualified recipienUo acquire a decent, safe and sanitary dwelling'unit and/or address moving and other related expenses for those persons permanently or temporarily displaced; and THEREFORE, BE IT RESOLVED, that an Optional Coverage Relocation Policy and Plan has been prepared by County Staff and adopted by tl1e New Hanover County Board of Commissioners, as set forth in Section 105(a) (11) oftl1e Housing and Community Development Act of 1974, as amended. Such policy and plan is to address all financial obligations incurred during any necessary relocation of impacted citizens. NOW, THEREFORE, IT IS ORDAINED AND DECREED that the above described private road is hereby named Salient Point. WHEREAS, ready and accurate identification of developed property is important for the delivery of general County services, for the operation of commercial enterprises, for the response of emergency and public safety vehicles, and for the convenience of the general public; and WHEREAS, a comprehensive and systematic property numbering system is an efficient means of identifying property within the County; and ' WHEREAS, such a system will promote the health, safety, and welfare of the citizens of New Hanover County. THEREFORE, it further appearing that a public hearing was held on the 4th day of September, 2001, at which time all persons were heard on the question of whether or not assigning house numbers would be in the public interest, and it further appearing that notice of said hearing was prominently posted in at least two (2) locations along said street, that notice of the time, place and subject matter of the hearing was prominently posted at the Courthouse, and published in a newspaper of general circulation in the County. NOW, THEREFORE, it is ordained and decreed that the above House Number Assignment be made.
