2004-12-20 Water & Sewer District NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 3 REGULAR MEETING, DECEMBER 20, 2004 PAGE 102 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, December 20, 2004, at 1:05 p.m. in the Assembly Room of the New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: District Chairman William A. Caster; District Vice-Chairman William A. Kopp, Jr.; District Commissioner Ted Davis, Jr.; District Commissioner Robert G. Greer; District Commissioner Nancy H. Pritchett; County Manager Allen O’Neal; County Attorney, Wanda Copley; and Clerk to the District Board, Sheila L. Schult. District Chairman Caster called the meeting to order. NON-AGENDA ITEMS District Chairman Caster announced that time had been reserved for anyone from the public to present an item that was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes. No items were presented. APPROVAL OF MINUTES District Chairman Caster called for a motion to approve the minutes of the regular meeting held on December 6, 2004, as presented by the Clerk to the District Board. otion: M District Commissioner Pritchett MOVED, SECONDED by District Vice-Chairman Kopp, to approve the minutes of the regular meeting held on December 6, 2004, as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. CONSIDERATION OF WELL FIELD WATER TREATMENT PLANT FACILITY CHANGE ORDER REQUEST County Engineer Greg Thompson reported that during the January 20, 2004, meeting of the New Hanover County Water and Sewer District, the Board approved the final scope of the Well Field and Water Treatment Plant facility. Since that date, system enhancements have been made and are ongoing, property for the treatment plant has been acquired and two production wells are under construction. The wells will be used to provide valuable data that will be included in the Environmental Assessment to be submitted to regulatory agencies as part of the permitting process. After the test data has been acquired, the production wells will be incorporated into the existing water system and will be utilized as part of the final project. The District's Consultant, W.K. Dickson, continues to work on this project. A modification to their contract is required to accommodate the change in the scope of work approved earlier this year. Staff requests the Board approve the Change Order in the amount of $1,707,334 to the contract and authorize the County Manager to execute the Change Order. This value includes additional work associated with: Permitting, Design and Bidding in the amount$ 718,697 Construction Administration, Inspection, Instrument Program$ 746,684 Post-Construction Services$ 105,520 Contingency$ 136,433** Total Budget Amendment$1,707,334 ** The Contingency represents approximately 5% of the contract value ($2,728,666). Motion: District Commissioner Pritchett MOVED, SECONDED by District Commissioner Greer to approve the Change Order in the amount of $1,707,334 to the contract with W. K. Dickson and authorize the County Manager to execute the Change Order. Upon vote, the MOTION CARRIED UNANIMOUSLY. The second production well pumping test is scheduled for the first of the year. ADJOURNMENT District Chairman Caster called for a motion to adjourn the meeting. Motion: District Vice-Chairman Kopp MOVED, SECONDED by District Chairman Caster, to adjourn the meeting. Upon vote, the MOTION CARRIED UNANIMOUSLY.
