ASSEMBLY
The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular
Session on Monday, November 22, 2004, at 12:05 p.m. in the Assembly Room of the New Hanover County Courthouse,
24 North Third Street, Wilmington, North Carolina.
Members present were: District Chairman William A. Caster; District Vice-Chairman Robert G. Greer; District
Commissioner Julia Boseman; District Commissioner Ted Davis, Jr.; District Commissioner Nancy H. Pritchett; County
Manager Allen O’Neal; County Attorney, Wanda Copley; and Clerk to the District Board, Sheila L. Schult.
District Chairman Caster called the meeting to order.
NON-AGENDA ITEMS
District Chairman Caster announced that time had been reserved for anyone from the public to present an item
that was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes.
No items were presented.
APPROVAL OF MINUTES
District Chairman Caster called for a motion to approve the minutes of the regular meeting held on November
8, 2004, as presented by the Clerk to the District Board.

minutes of the regular meeting held on November 8, 2004, as presented by the Clerk to the District Board. Upon vote,
the MOTION CARRIED UNANIMOUSLY.
CONSIDERATION OF CHANGING THE WATER AND SEWER SERVICE COORDINATOR POSITION
FROM TEMPORARY FULL-TIME TO PERMANENT FULL-TIME
County Engineer Greg Thompson reported that in the summer of 2003, the District Board approved a Service
Coordinator temporary full-time position to help coordinate the efforts of County departments and the public with regard
to connection to the sewer system. This position, in conjunction with assistance provided from a contract employee, has
been successful in addressing the needs of the public attempting to acquire utility service from the County and providing
assistance to the County's existing customers and professional community. It has become apparent that the temporary
full-time position will be needed on a permanent full-time basis. The full-time position will perform a needed role with
expanded job responsibilities above those currently provided. The position will assist the administrative supervisor by
providing support for purchasing and departmental budget issues as well as assisting the public by coordinating activities
between customers, the professional community and the department. Staff recommends that this position become full
time with benefits at the Range of CR04. Funding is available in the FY04-05 budget to cover this request.
Motion:
District Vice-Chairman Greer MOVED, SECONDED by District Commissioner Boseman, to change the Water
and Sewer Service Coordinator position from temporary full-time to permanent full-time at the salary range of CR04.
Upon vote, the MOTION CARRIED UNANIMOUSLY.
ADJOURNMENT
District Chairman Caster called for a motion to adjourn the meeting.

District Commissioner Boseman MOVED, SECONDED by District Chairman Caster, to adjourn the meeting.
Upon vote, the MOTION CARRIED UNANIMOUSLY.
District Chairman Caster adjourned the meeting at 12:10 p.m.
