1999-08-02 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 2 REGULAR MEETING, AUGUST 2, 1999 PAGE 522 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, August 2, 1999, at 7:27 p.m. in the New Hanover County Judicial Building, Courtroom 317, 316 Princess Street, Wilmington, North Carolina. Members present were: District Commissioner Buzz Birzenieks; District Commissioner Ted Davis, Jr; District Commissioner William A. Caster; Vice-Chairman Charles R. Howell; Chairman Robert G. Greer; County Manager, Allen O’Neal; County Attorney, Wanda M. Copley; and Clerk to the District Board, Lucie F. Harrell. Chairman Greer called the meeting to order. NON-AGENDA ITEMS Chairman Greer announced that time had been reserved to allow the public to present an item that was not listed on the Regular Agenda. He requested all persons speaking to limit their remarks to three minutes. No items were presented. APPROVAL OF MINUTES Motion: District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Caster to approve the minutes of the Regular Meeting of July 12, 1999, as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. APPROVAL OF NORTHSIDE WASTEWATER TREATMENT PLANT CAPITAL PROJECT ORDINANCE AND APPROVAL OF BUDGET AMENDMENT #2000-04 County Engineer, Wyatt Blanchard, requested the District Board to adopt a Project Ordinance to establish the budget for the total cost of expanding the Northside Wastewater Treatment Plant. He advised that Staff had only budgeted for the first phase, which pays for engineering costs associated with the planning and design of the wastewater treatment plant. Chairman Greer commented on this project being a joint venture between the City and County, and he asked if the figures reflected in the Project Ordinance represent the District’s match of 50% for the projected cost of the project. County Engineer Blanchard responded the percentage will be based on the actual flow received by the District, which should be 50% or less. District Commissioner Davis commented on the fact that no agreement has been reached between the City and County regarding establishment of an entity to operate a joint water and sewer service, and he asked if adoption of the Project Ordinance will have an impact on this effort. NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 2 REGULAR MEETING, AUGUST 2, 1999 PAGE 523 Chairman Greer explained that when the Northside Wastewater Treatment Plant agreement was signed by the City and County, it was originally part of the agreement for a joint entity to be established; however, the City requested removal of this condition with preparation of two separate agreements. Both agreements were prepared and signed, but the City has not fulfilled its commitment to establishing a joint entity to provide water and sewer services. If the County had known the City was not willing to establish an entity, the County would not have signed the wastewater treatment plant expansion agreement; however, the agreement was signed and the County should follow through with its commitment. County Engineer Blanchard informed the District Board that City Staff has been most cooperative in working out the details of the agreement. Motion: After commenting on the County fulfilling its commitment, District Commissioner Birzenieks MOVED, SECONDED by Vice-Chairman Howell to approve the Project Ordinance for expansion of the 23rd Street Northside Wastewater Treatment Plant in the amount of $1,199,317 and approve the associated Budget Amendment #2000-04. Upon vote, the MOTION CARRIED UNANIMOUSLY. A copy of the Project Ordinance is hereby incorporated as a part of the minutes and is contained in W&S District Book II, Page 26. NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 2 REGULAR MEETING, AUGUST 2, 1999 PAGE 524 APPROVAL FOR PLANNING EXPANSION OF THE NORTHSIDE AND SOUTHSIDE WASTEWATER TREATMENT PLANTS County Engineer, Wyatt Blanchard, informed the District Board, that an agreement was executed between the City of Wilmington and the New Hanover County Water and Sewer District to assess the unused capacity in the City’s Northside Wastewater Treatment Plant and Southside Wastewater Treatment Plant so a plan can be developed to meet the flow needs until 2020. The firm of McKim and Creed has been selected by a joint committee to provide the planning and potential design services for the expansion. The cost for the first phase is $312,550. The District and City each have agreed to pay 50% of the cost for developing the master plan. Staff is requesting the District Board to participate in the master planning phase based on the 50% participation, which is estimated at $156,275. Motion: District Commissioner Caster MOVED, SECONDED by Vice-Chairman Howell to approve a 50% participation by the New Hanover County Water and Sewer District in the amount of $156,275 for development of a Master Sewer Plan to determine future expansions of the Northside and Southside Wastewater Treatment Plants to meet flow needs until 2020. Upon vote, the MOTION CARRIED UNANIMOUSLY. AWARD OF CONTRACT #99-0309 TO NORTH BRUNSWICK ELECTRICAL CONTRACTORS FOR INSTALLATION OF ELECTRICAL TRANSFER SWITCHES TO PUMP STATIONS AND WELLS County Engineer, Wyatt Blanchard, advised that three proposals were received for installing electrical transfer switches for 15 sewer pump stations and wells: North Brunswick Electrical Contractors$48,354 Delphi Construction$81,723 Lancaster Electric$92,200 County Engineer Blanchard requested the Board to award the contract to North Brunswick Electrical Contractors in the amount of $48,354 and use funding received from the FEMA grant in the amount of $55,080 to pay for the project. Motion: District Commissioner Caster MOVED, SECONDED by District Commissioner Birzenieks to award Contract #99-0309 to North Brunswick Electrical Contractors, the low bidder, in the amount of $48,354 for installation of electrical transfer switches for 15 sewer pump stations and wells; authorize the use of funding received in the FEMA grant awarded after Hurricane Fran in the amount of $55,080; and authorize the Chairman to execute the necessary contract documents. Upon vote, the MOTION CARRIED UNANIMOUSLY. A copy of the contract is on file in the Legal Department.
