HomeMy WebLinkAbout1999-08-16 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICT BOOK 2 REGULAR MEETING, AUGUST 16, 1999PAGE 526 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, August 16, 1999, at 11:05 a.m. in the 2nd Floor Conference Room of the New Hanover County Library, 201 Chestnut Street, Wilmington, North Carolina. Members present were: District Commissioner Buzz Birzenieks; District Commissioner Ted Davis, Jr.; District Commissioner William A. Caster; Vice-Chairman Charles R. Howell; Chairman Robert G. Greer; County Manager, Allen O’Neal; County Attorney, Wanda M. Copley; and Clerk to the Board, Lucie F. Harrell. Chairman Greer called the meeting to order and welcomed everyone present. NON-AGENDA ITEMS Chairman Greer announced that time had been reserved to allow anyone from the public to present an item that was not listed on the Regular Agenda. He requested all persons speaking to limit their remarks to three minutes. No items were presented. APPROVAL OF MINUTES Motion: District Commissioner Caster MOVED, SECONDED by Vice-Chairman Howell, to approve the minutes of the Regular Meeting of July 12, 1999, as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. APPROVAL OF CONTRACT #00-0086 WITH LODER DEVELOPMENT COMPANY, INC. TO CONSTRUCT SEWER COLLECTION SYSTEM ON LODER AVENUE TO SERVE 28 LOTS AND APPROVAL OF ASSOCIATED BUDGET AMENDMENT #00-0013 County Engineer, Wyatt Blanchard, reported that Loder Development Company has requested the District to allow the company to construct a sewer collection system on Loder Avenue, located southeast of Monkey Junction off Myrtle Grove Road, to serve 28 lots. The area is excellent for the location of a regional pump station which can serve approximately 420 acres of land and allow future removal of two existing pump stations. The cost of the pump stations and collection system to serve the developer’s project will be $266,989. The cost, including oversizing the system to accept flow from the surrounding area in the future, will be $420,478, which results in an additional cost of $153,489 to the District. This area will not be provided sewer until 2018 according the Sewer Master Plan. Engineer Blanchard reported the proposed contract will charge a $450 per new residential unit development fee for all connections to the system except units acquiring a building permit prior to the date of the contract. Existing residences will be exempt from the fee. As per the Sewer Ordinance, there is a 15-year limit on reimbursements to the developers. The $450 fee will be divided between the developer and the District in proportion to the amount paid originally. This method will allow the District and developer to recover the cost. In concluding the presentation, Engineer Blanchard advised that working cooperatively with the developer will prevent the District from having to construct an additional future pump station in this area. He requested the Board to approve the contract and associated budget amendment. Vice-Chairman Howell stressed the importance of everyone understanding that reimbursement to the developers will come from others using the sewer line. He stated that millions of dollars had been saved to taxpayers by developers who paid for sewer lines at no cost to the taxpayers. Motion: District Commissioner Birzenieks MOVED, SECONDED Vice-Chairman Howell, to approve a contract with Loder Development Company, Inc. for construction of a sewer collection system on Loder Avenue to serve 28 lots, authorize the Chairman to execute the necessary contract documents, and approve the following budget amendment. Upon vote, the MOTION CARRIED UNANIMOUSLY. Budget Amendment #00-0013 - Water/Sewer District DebitCredit Appropriated Fund Balance $150,000 Contracted Services $150,000 Explanation: To increase the budget for reimbursement to the developer to oversize the sewer system on Loder Avenue. A copy of the contract is on file in the Legal Department. APPROVAL OF CONTRACT #99-0411 WITH PRIMARY CARE ASSOCIATES TO RECEIVE REIMBURSEMENT FOR CONSTRUCTION OF SEWER LINE TO 5145 SOUTH COLLEGE ROAD County Engineer, Wyatt Blanchard, reported that Primary Care Associates constructed 1,235 feet of a sewer line to serve property at 5154 South College Road. The cost of construction was $65,399. In accordance with Section 15-94 of the Water and Sewer Ordinance, Primary Care Associates is requesting reimbursement from others receiving benefit from the sewer line. Based on 10.12 acres served, Primary Care Associates will be eligible to receive reimbursement in the amount of $41,659. All reimbursements will be from others connecting, except for the Myrtle Grove Branch Library. Motion: District Commissioner Caster MOVED, SECONDED by District Commissioner Birzenieks, to approve the contract with Primary Care Associates for reimbursement from others receiving benefit from the sewer line and authorize the Chairman to execute the necessary contract documents. CONSIDERATION OF REQUEST FOR SEWER SERVICE TO AVALON SUBDIVISION County Engineer, Wyatt Blanchard, reported a petition has been received from Mr. Bruce Jackson, Jr., representing several homeowners, requesting sewer service on Windy Hills Drive. In order to fulfill this request, it will be necessary to extend a sewer line from the new system being proposed by Loder Development Company on Loder Avenue. The estimated cost to extend a line to the petitioners would be $175,000. This area is not planned for a sewer collection system by the District until the year 2018. If the Board approves the request, Staff would like to prepare a more detailed proposal. Mr. Bruce Jackson, Jr. advised that no sewer problems are being experienced in the Avalon Subdivision; however, this is a low area and the five property owners in the subdivision felt this would be an appropriate time to make the request since sewer will be provided to the area in the future. District Commissioner Birzenieks requested the County Engineer to comment on the request. Engineer Blanchard responded that he would suggest placing this request on a list of other items to be considered at a later date. Vice-Chairman Howell suggested tabling this issue because he did not want to deny the request. Motion: District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Davis, to place this request on a list of items to be considered at a future date. Upon vote, the MOTION CARRIED UNANIMOUSLY. SELECTION OF ENGINEERING CONSULTANT FOR DESIGN OF A WELL FIELD AND DRINKING WATER TREATMENT FACILITY County Engineer, Wyatt Blanchard, reported that four engineering firms have responded to a Request for Qualifications to provide engineering and design services for development of a well field and drinking water treatment facility in the northeastern part of the County. A panel composed of Vice-Chairman Howell, Assistant County Manager Dave Weaver, County Engineer Wyatt Blanchard, and Planning Director Dexter Hayes reviewed the Qualifications and listened to presentations. After a complete review of the proposals, the Committee felt that all firms were well qualified, but finally decided to select the firm of Dickson and Associates. District Commissioner Birzenieks advised that New Hanover County was fortunate to have several outstanding local engineering firms who are highly qualified to perform the work. He encouraged Engineer Blanchard to make an effort to equalize the work among the local firms when awarding bids.
