ASSEMBLY
The District Board of Commissioners of the New Hanover County Water and Sewer District
met in Regular Session on Tuesday, September 8, 1999, at 1:35 a.m. in the New Hanover County
Courthouse, 316 Princess Street, Wilmington, North Carolina.
District members present were: District Commissioner Buzz Birzenieks; District
Commissioner Ted Davis, Jr; District Commissioner William A. Caster; Vice-Chairman Charles R.
Howell; Chairman Robert G. Greer; County Manager, Allen O’Neal; County Attorney, Wanda M.
Copley; and Clerk to the District Board, Lucie F. Harrell.
Chairman Greer called the meeting to order.
NON-AGENDA ITEMS
Chairman Greer announced that time had been reserved to allow the public to present an item
that was not listed on the Regular Agenda. He requested all persons speaking to limit their remarks
to three minutes.
No items were presented.
AUTHORIZATION FOR ENGINEERING STAFF TO NEGOTIATE A CONTRACT WITH
ANDREW AND KUSKE FOR DESIGN SERVICES FOR CONSTRUCTION OF A
PORTION OF THE CASTLE HAYNE SEWER SYSTEM
County Engineer, Wyatt Blanchard, reported at an earlier meeting, the District Board
allocated funds received from a HUD grant and from Water and Sewer fund balance to construct a
portion of the Castle Hayne sewer system. In order to proceed with the project, an engineering firm
has to be selected. Qualifications were prepared and proposals were received from six engineering
firms.
All proposals received were from local firms that were very qualified to perform the work.
After a review of the proposals, Staff is requesting authorization to negotiate with Andrew and Kuske
to perform the design services.
Motion:
District Commissioner Davis, MOVED, SECONDED by District Commissioner Caster to
authorize Staff to negotiate a contract with Andrew and Kuske to perform design services for
construction of a portion of the Castle Hayne Sewer System. Upon vote, the MOTION CARRIED
UNANIMOUSLY.

District Commissioner Davis, MOVED, SECONDED by District Commissioner Birzenieks
to adjourn. Upon vote, the MOTION CARRIED UNANIMOUSLY.
