ASSEMBLY
The District Board of Commissioners of the New Hanover County Water and Sewer District
met in Regular Session on Monday, October 18, 1999, at 1:13 p.m. in the Assembly Room of the
New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: District Commissioner Buzz Birzenieks; District Commissioner Ted
Davis, Jr.; District Commissioner, William A. Caster; Vice-Chairman Charles R. Howell; Chairman
Robert G. Greer; County Manager, Allen O’Neal; County Attorney, Wanda M. Copley; and Clerk
to the District Board, Lucie F. Harrell.
Chairman Greer called the meeting to order.
NON-AGENDA ITEMS
Chairman Greer announced that time had been reserved to allow anyone from the public to
present an item that was not listed on the Regular Agenda. He requested all persons to limit their
remarks to three minutes.
Chairman Greer asked if anyone form the public would like to present an item.
No items were presented.
AWARD OF CONTRACT #99-0368 TO ANDREW AND KUSKE ENGINEERS
County Engineer, Wyatt Blanchard, reported that the engineering firm of Andrew and Kuske
was selected to provide design service for the HUD sewer project in the Castle Hayne area. He
advised that a fee of $85,200 had been negotiated with the firm, and he requested the District Board
to approve the fee and enter into a contract with Andrew and Kuske.
Motion:
District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Davis
to approve the negotiated fee of $85,200 and enter into a contract with Andrew and Kuske to
provide the design service for the Castle Hayne Sewer Project. The Chairman was authorized to
execute the necessary contract documents. Upon vote, the MOTION CARRIED UNANIMOUSLY.
A copy of the contract is on file in the Legal Department.

Motion:
District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Caster
to adjourn. Upon vote, the MOTION CARRIED UNANIMOUSLY.
