ASSEMBLY
The District Board of Commissioners of the New Hanover County Water and Sewer District
met in Regular Session on Monday, November 1, 1999, at 9:16 p.m. in the Assembly Room of the
New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: District Commissioner Buzz Birzenieks; District Commissioner Ted
Davis, Jr.; District Commissioner William A. Caster; Vice-Chairman Charles R. Howell; Chairman
Robert G. Greer; County Manager, Allen O’Neal; County Attorney, Wanda M. Copley; and Clerk
to the District Board, Lucie F. Harrell.
Chairman Greer called the meeting to order and welcomed everyone present.
NON-AGENDA ITEMS
Chairman Greer announced that time had been reserved to allow anyone from the public to
present an item that was not listed on the Regular Agenda. He requested all persons speaking to limit
their remarks to three minutes.
No comments were received.
APPROVAL OF MINUTES
Motion:
District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Caster
to approve the minutes of the Regular Meetings of September 7, 1999 and October 18, 1999 as
presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED
UNANIMOUSLY.
ADOPTION OF RESOLUTION TO AWARD BID #00-0169 AND APPROVE CONTRACT
#00-0169A TO COASTAL ELECTRONICS, INC. TO PURCHASE THE RADIO AND
PAGING EQUIPMENT
County Engineer, Wyatt Blanchard, reported that two bids were received from companies to
provide radio and paging equipment for the Water and Sewer District. After evaluating the bids, Staff
recommends award of the bid to Coastal Electronics, Inc. in the amount of $56,597. Funding for the
acquisition will come from the following sources: Fire Services $14,746; Hurricane Account $27,105;
and Water and Sewer District $14,746.
Motion:
District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Caster
to adopt a resolution awarding Bid #00-0169 in the amount of $56,597 to Coastal Electronics, Inc.,
the lowest bidder, for the purchase of radio and paging equipment. The Chairman was authorized
to execute the necessary contract documents. Upon vote, the MOTION CARRIED
UNANIMOUSLY.

Motion:
District Commissioner Birzenieks MOVED, SECONDED by District Commissioner Caster
to adjourn. Upon vote, the MOTION CARRIED UNANIMOUSLY.
Chairman Greer adjourned the meeting at 9:29 p.m.
