ASSEMBLY
The District Board of Commissioners of the New Hanover County Water and Sewer District
met in Regular Session on Monday, February 2, 1998, at 8:20 P.M. in the Assembly Room of the
New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: District Commissioners Buzz Birzenieks; Ted Davis, Jr.; William A.
Caster; Vice-Chairman Charles R. Howell; Chairman Robert G. Greer; County Manager, Allen
O’Neal; County Attorney, Wanda M. Copley; and Clerk to the Board, Lucie F. Harrell.
Chairman Greer called the meeting to order.
NON-AGENDA ITEMS
Chairman Greer announced that time had been reserved for anyone from the public to present
an item that was not listed on the Regular Agenda. He requested all persons speaking to limit their
remarks to three minutes.
No items were presented.
APPROVAL OF MINUTES
Motion:
Vice-Chairman Howell MOVED, SECONDED by District Commissioner Caster to approve
the minutes of the Regular Meeting of January 5, 1998, as presented by the Clerk to the District
Board.
AWARD OF CONTRACT #98-0260 TO ENGINEERING CONTRACT SERVICES, PA FOR
DESIGN SERVICES OF THE WILMINGTON/HANBY BEACH SEWER COLLECTION
SYSTEM AND APPROVAL OF BUDGET AMENDMENT #98-29 AND ADOPTION OF
CAPITAL PROJECT ORDINANCE
County Engineer, Wyatt Blanchard, recommended award of the sewer collection system
contract to Engineering Contract Services, PA since this firm has already performed a significant
amount of engineering work, and money would be saved by the District.
Mr. David Dickerson, President of Engineering Contract Services, PA, expressed appreciation
to the Board for considering the company to perform the project.
Motion:
District Commissioner Birzenieks MOVED, SECONDED by Vice-Chairman Howell to
award the contract to Engineering Contract Services, PA in the amount of $85,000, approve the
associated budget amendment, adopt the Capital Project Ordinance, and authorize the Chairman to
execute the necessary contract documents. Upon vote, the MOTION CARRIED UNANIMOUSLY.
A copy of the Capital Project Ordinance is hereby incorporated as a part of the minutes and
is contained in W&S Book II, Page 21.
A copy of the contract is on file in the Legal Department.

To establish project budget according to the Capital Project Ordinance.

District Commissioner Caster MOVED, SECONDED by Vice-Chairman Howell to adjourn.
Upon vote, the MOTION CARRIED UNANIMOUSLY.
Chairman Greer adjourned the meeting at 8:30 P.M.
