ASSEMBLY
The District Board of Commissioners of the New Hanover County Water and Sewer District
held a regular meeting on Monday, February 16, 1998, at 11:15 A.M. in the Assembly Room of the
New Hanover County Courthouse, 24 North Third Street, Wilmington, North Carolina.
Members present were: District Commissioners Buzz Birzenieks; Ted Davis, Jr.; William A.
Caster; Vice-Chairman Charles R. Howell; Chairman Robert G. Greer; County Manager, Allen
O’Neal; County Attorney, Wanda M. Copley; and Clerk to the Board, Lucie F. Harrell.
Chairman Greer called the meeting to order.
NON-AGENDA ITEMS
Chairman Greer advised that time had been reserved for anyone from the public to present
an item that was not listed on the Regular Agenda. He requested all persons speaking to limit their
remarks to three minutes.
No items were presented.
APPROVAL OF MINUTES
Motion:
District Commissioner Birzenieks MOVED, SECONDED by District Commissioner
Caster, to approve the minutes of the regular meetings of January 20, 1998, and February 2, 1998
as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED
UNANIMOUSLY.
ACTION DEFERRED ON A REQUEST FROM JOHN BERMAN TO DISCHARGE
WASTEWATER FROM A PROPOSED RETAIL AREA TO THE NORTHCHASE
DISCHARGE LINE
County Engineer, Wyatt Blanchard, reported that Mr. John Berman was requesting capacity
in the NorthChase wastewater discharge line for a proposed retail area near the Intersection of NC
132 and US 117 in Castle Hayne, N. C. The request is for 20,000 gallons per day, and Mr. Berman
has offered to construct a pump station adjacent to Prince George Creek in a location that will benefit
the District in the future. After reviewing the request, staff recommends deferral of action until the
May 18, 1998 meeting so a plan can be developed for allocating sewer line capacity. Priorities for
serving existing areas and new growth need to be determined before approving future allocations.
Discussion was held on how the plan should be developed. Assistant County Manager, Dave
Weaver, reported when the NorthChase line is reversed, a plan should be developed to determine
existing needs in the area and what types of new uses will be allowed to discharge into the line.
Policies should be developed to properly control and manage sewer allocations. For example, when
approving allocation requests for the Northside Wastewater Treatment Plant, a building permit has
to be obtained within one year. This requirement avoids the problem of holding unused capacity for
a number of years.

In closing, Assistant County Manager Weaver advised the plan should address issues of this
type.
Vice-Chairman Howell expressed concern for requesting the petitioner to wait until May
before the District Board renders a decision. He recommended deferring action until April instead
of May.
Consensus:
After discussion, it was the consensus of the Board to defer action on the request before
or no later than April 20, 1998.
Discussion was held on future capacity of the force main running from Castle Hayne to the
NorthChase interceptor. County Engineer, Wyatt Blanchard, advised that 90,000 gallons per day of
the 700,000 gallons per day average flow had been committed to Vision Software at 40,000 gallons
per day and to Pender County/Del Labs at 50,000 gallons per day. Also, Cape Fear Community
College has requested a commitment for the new Cape Fear Community College campus.
District Commissioner Davis asked if providing capacity to Pender County and Del Labs
would create a problem for persons making requests from New Hanover County?
Assistant County Manager Weaver responded the commitment made to Pender/Del Labs
would not keep persons in New Hanover County from being able to tie into the discharge line.
County Engineer Blanchard advised that eventually an additional sewer line would have to
be placed parallel to the existing line to meet capacity needs in the area. Both lines will be used. As
part of the N. C. Department of Transportation (DOT) outer loop project, the District Board will be
requested to approve a contract with DOT to place a sleeve under the road for the future line. This
action will save money for the District.
Chairman Greer asked if the joint City/County expansion of the Northside Wastewater
Treatment Plant had started? County Engineer Blanchard responded when the Ogden Interceptor
is completed and diverted to the Northside Wastewater Treatment Plant, the planning process for the
joint expansion will begin.
