1998-04-20 Water & Sewer NEW HANOVER COUNTY WATER AND SEWER DISTRICTBOOK II REGULAR MEETING, APRIL 20, 1998PAGE 426 ASSEMBLY The District Board of Commissioners of the New Hanover County Water and Sewer District met in Regular Session on Monday, April 20, 1998, at 12:01 p.m. in the Assembly Room of the New Hanover Courthouse, 24 North Third Street, Wilmington, North Carolina. Members present were: District Commissioners Buzz Birzenieks; Ted Davis, Jr.; William A. Caster; Vice-Chairman Charles R. Howell; Chairman Robert G. Greer; County Manager, Allen O’Neal; County Attorney, Wanda M. Copley; and Clerk to the Board, Lucie F. Harrell. NON-AGENDA ITEMS Chairman Greer announced that time had been reserved to allow the public to present an item that was not listed on the Regular Agenda. He requested all persons to limit their remarks to three minutes. No items were presented. APPROVAL OF MINUTES Motion: District Commissioner Caster MOVED, SECONDED by District Commissioner Birzenieks to approve the minutes of the Regular Meeting of April 7, 1998, as presented by the Clerk to the District Board. Upon vote, the MOTION CARRIED UNANIMOUSLY. AUTHORIZATION TO LEASE ANTENNA SPACE ON THE KING’S GRANT WATER TOWER County Engineer, Wyatt Blanchard reported the contract with Sea Coast Communications, Inc. for leasing antenna space on the King’s Grant Water Tower had expired. Currently the company is paying $75 per month for the space. After a review of the contract, staff recommends allowing the equipment to remain on the King’s Grant water tower with a rate increase because the rates charged by other counties are considerably higher. Discussion followed on the rates being charged by other counties and the need to develop a guide for rental rates for future requests. County Engineer Blanchard explained the rates charged by other counties are for cellular use; however, Sea Coast Communications, Inc. uses a two-way radio system, which is entirely different. Vice-Chairman Greer requested Mr. Holliday to comment. Mr. Holliday advised a two-way radio system requires one antenna for one user at a time, which is similar to a telephone party line. The rate charged is less than $10 per month, per vehicle or user. There is no minute fee associated with the use of the system. This is a low-end system that was placed on the water tank in the 70's. It is not like a cellular antenna that can represent at least 20 channels. If the rate is more than $150 per month, it would not be worth allowing the antenna to remain on the tower. NEW HANOVER COUNTY WATER AND SEWER DISTRICTBOOK II REGULAR MEETING, APRIL 20, 1998PAGE 427 Motion: District Commissioner Caster MOVED, SECONDED by District Commissioner Birzenieks to prepare a contract to lease the tower space to Sea Coast Communications, Inc. for $150 per month for two years. The County Manager was authorized to execute the necessary contract documents. A copy of the contract is on file in the Legal Department. APPROVAL OF CONNECTION POLICY FOR THE NORTHCHASE INTERCEPTOR FORCE MAIN County Engineer, Wyatt Blanchard, reported the proposed policy has been submitted for new development to connect to the NorthChase Interceptor between NorthChase and Castle Hayne, N. C.: Constraints: (1)Capacity of NorthChase Interceptor: 828,288 per gallons per day Policies: (1)Priority for Existing Residential Areas and Businesses: The existing uses need 580,000 gallons per day, including the industrial area and Pender County. This leaves approximately 250,000 gallons per day available for new development. (2)The Sewer Plan Schedule will be reviewed to connect existing areas with septic problems. This information will be furnished by Environmental Health. (3)Requests for new development allocation of available capacity in the NorthChase Interceptor may be allowed in advance of the Sewer Plan Schedule based upon the following requirements: ? The developer must construct the sewer system in compliance with District plans and specifications. ? The developer will pay for connection of the entire system, but will be reimbursed as additional new developments connect to the line. The County will pay for the connection of existing development. ? The Water and Sewer District must review and approve each new development request for connection in order to be able to consider other factors that may be peculiar to each case. ? The allocation must be used within 18 months of being granted by the District or it will be taken back by the District. Motion: Vice-Chairman Howell MOVED, SECONDED by District Commissioner Birzenieks to approve the connection policy for the NorthChase Interceptor force main. Upon vote, the MOTION CARRIED UNANIMOUSLY. APPROVAL OF CAPACITY IN THE NORTHCHASE WASTEWATER DISCHARGE LINE FOR JOHN BERMAN Chairman Greer advised this request was postponed at the last meeting until a connection policy was developed with a time limit. He requested a motion to approve the capacity request. Motion: District Commissioner Birzenieks MOVED, SECONDED by Vice-Chairman Howell to approve the capacity request of 20,000 gallons per day in the NorthChase wastewater discharge line for a proposed retail area near the intersection of NC Highway 132 and US Highway 177 in Castle Hayne contingent upon Mr. John Berman complying to the connection policy. Upon vote, the MOTION CARRIED UNANIMOUSLY. ADJOURNMENT Motion: Vice-Chairman Howell MOVED, SECONDED by District Commissioner Birzenieks to adjourn. Upon vote, the MOTION CARRIED UNANIMOUSLY.
